Alan Stilwell is Director of Integrated Transport with Merseytravel, the Merseyside Integrated Transport Authority and Passenger Transport Executive. His responsibilities include the development and management of rail and bus services, the integration of those services, and the development of transport infrastructure projects. Alan is also responsible, with the other Merseytravel Directors, for all aspects of Merseytravel’s functions, including the development and implementation of the wider transport plan and strategy (the Local Transport Plan) for Merseyside. He also leads the organisation’s input to a number of national transport initiatives, including, for example, high speed rail and the rail refranchising agenda.

Alan has worked for several English local authorities, in Hertfordshire and Merseyside, and was Cheshire’s County Engineer before starting work with Merseytravel in January 2005. He has wide experience of planning and delivering integrated transport strategies, major and minor highway and transport schemes, and the management of highways and transport operations. Alan has been involved in the design of major highway schemes, including new motorways; the design and implementation of smaller highway improvements, including traffic signals, roundabouts, etc.; the investigation of road traffic accidents and the application of accident reduction measures; traffic management; and the design and implementation of public transport infrastructure, including bus and rail stations/interchanges and new rail projects.

Alan was educated at Hendon County Grammar School in London, and at the University of Leeds. He holds a degree in Civil Engineering, with Honours, and is a Chartered Civil Engineer. He is a Member of both the Institution of Civil Engineers (ICE) and the Chartered Institution of Highways and Transportation (CIHT). He has been an active member of ICE for many years, at regional and national levels. He has served on ICE’s Transport Panel (previously Board) since 2000, and is a past Chairman of the Panel. He led the team that produced ICE’s State of the Nation report on Transport, and followed that in leading on the production of the State of the Nation report on Defending Critical Infrastructure. Alan took up his position as an ICE Vice President in November 2011. He was co-opted to CIHT’s Transport Policy Board in 2009, and now sits on CIHT’s Learned Society and Technical Strategy Board.

In what is loosely described as his spare time, Alan is a keen photographer. He is a Director of the Open Eye Gallery in Liverpool, and takes a keen interest in the visual and performing arts in the Liverpool City Region. He sits on the Liverpool City Region Visitor Economy Committee and Panel, effectively the Tourist Board for the City Region.
