Some 15 years ago, as part of the New Town Development Programme to house the ever
increasing population in Hong Kong, Tseung Kwan O (TKO) became one of the third generation
new towns to be developed. The development of TKO involved major reclamations and the land
formation made extensive use of wick drains to accelerate consolidation of the underlying soft
muds under the newly placed filling materials in the reclamations. The process was intended to
form stable land soon after reclamation for various housing and other developments.
In late 1990, ground settlement was reported in various locations of the TKO New Town and the
settlement was unusual as the rate was far beyond all previous predictions. TKO residents were
alarmed by the unusual ground settlement and raised bitter complaints to the Government.
What was the cause of the unusual ground settlement? Was there an engineering explanation of
the unusual settlement and what were the remedial measures? What was the engineering
experience gained from the TKO projects? The speakers will share their observations at the
Evening Seminar.
