Martin Sturgeon has served for over 20 years as an officer in the Royal Engineers. His early career was spent providing ‘close support’ engineering on armoured operations and exercises in the Gulf, Germany, Canada and the Balkans. Following the Advanced Command and Staff Course, he branched out into more substantial infrastructure engineering. Commanding 34 Field Squadron he directed multiple projects in support of Royal Air Force operations in the UK, Qatar, the Falkland Islands and Afghanistan, as well as providing direct combat engineer support to the Spearhead Lead Element.
More recently, Martin has worked in both Whitehall on strategic Capability Planning, and in Abbey Wood as the Requirements Manager for the FRES Specialist Vehicle project, where his work received Ministerial recognition. He deployed to Afghanistan in 2010 as one of a small team of British staff embedded within a US Marine Corps-led Headquarters Regional Command South West. Having initially been tasked to coordinate the delivery of the infrastructure for Afghan National Security Forces (ANSF) in the region, the scope of his work broadened, leading to the establishment of the ‘ANSF Transformation Programme’, which subsequently won national recognition from the Association for Project Management (APM) as ‘Programme of the Year 2011’.
Since his return, as a member of the MOD P3M Centre of Excellence (COE), Martin has been playing a leading role in establishing Portfolio Management in the MOD as part of Defence Reform.

In Helmand Province in 2010/11, NATO forces in the area were placed under command of the newly-formed Regional Command (South West) led by the US Marine Corps.
This talk will look at specific examples from the area and consider the value of programme management as an approach to coordinating the disparate organisations, projects and activities involved in the kind of post-conflict reconstruction and nation building scenarios which have been a key feature of many recent operations.
