The presentation will set out the key thinking behind the National Infrastructure Plan and the steps that government, clients and industry are taking to improve the delivery of major infrastructure projects in the UK. The key themes of improving delivery that the presentation will cover are:
• Pipeline: Improving the visibility and certainty of the forward programme of major projects
• Governance; The steps being taken to improve how projects and programmes are established, including management of risk and contingency
• Specifications: Improving the way that clients set out their requirements to allow innovative solutions to be developed, removing bureaucracy and redundancy in standards
• Competition and Procurement: Simplifying the procurement processes, looking to reduce both the costs and time and bring greater consistency to procurement approaches
• Building sustainable supply chains – giving industry the tools and support to develop improved delivery approaches
Our speaker, Keith Waller, will discuss the key role that civil engineers have in the successful delivery of the UK’s economic infrastructure and set out the next steps of the government’s strategy for infrastructure.
Keith Waller is a Senior Adviser to Infrastructure UK in HM Treasury. A civil engineer by profession, Keith has been involved in energy and infrastructure projects for 25 years, starting on the design of Sizewell B in the 1980’s and working on a number of major projects in both the UK and overseas. From the middle of 2010, Keith began supporting work led by Infrastructure UK in HM Treasury to analyse the key drivers of higher costs of infrastructure delivery in the UK. He leads a number of the work streams delivering this programme and began a full time secondment into HM Treasury in July 2011. Keith also works with a wide range of industry bodies, including the Institution of Civil Engineers, to improve UK skills and capability and creating the right conditions for private sector investment in infrastructure, particularly in support of the National Infrastructure Plan. The role involves close liaison with other government departments, including No 10, Cabinet Office and BIS as well as the main spending departments. He is a member of the Government’s BIM Steering Group and sits on the Offshore Wind Programme Board.
