Presentation by Ir. Thomas S K LAI CEng, MHKIE, MICE, MIStructE, Chairman, HKIE UK Chapter and Past Chairman North Thames Region, IStructE.
The Hong Kong Mass Transit Railway is one of the few profitable railways in the world. Its success led to its listing on the Hong Kong Stock Exchange in October 2000. This presentation traces the birth and growth of the Hong Kong Mass Transit Railway through the economic and political turbulence during the negotiation of the future of Hong Kong in the 1980’s and 90’s to become an international corporation today. It details the management decisions taken to deliver each line On Time and Within Budget. It also outlines the factors and the leading role played by engineers that underpin its success.
Ir. Thomas S K LAI graduated from the Building Department of the Hong Kong Technical College (now The Hong Kong Polytechnic University) in 1960. After working for the Hong Kong Education Department for a year, he left for the UK in 1961 to receive training in structural and civil engineering. He worked for a national building contractor and suppliers of steel reinforcement. He was involved in a variety of building projects. In 1976, he returned to Hong Kong to join the project team in the Mass Transit Railway Corporation in its early formative years in the construction of a new underground railway system. Rising through the ranks, he reached the position of Executive Manager in the Corporation. Apart from project management, he was also involved in many other aspects of the business, thus giving him good insight of the development and operation of the Railway. After working on the Railway for almost twenty three years, he once again relocated to the UK in 1999. He is currently Chairman of the HKIE UK Chapter.
