The summary of ICE's view is that 'the Institution welcomes the positioning of local government at the centre of a local coalition for change, reflecting its cross-cutting role across all aspects of community service provision and its recent strong track record in adapting to reform. However, rather than simply focusing on devolution, it is necessary to look at the whole picture and the need for strong strategic leadership to ensure the creation of the appropriate infrastructure. In practical terms, ICE believes that personal services and minor local enhancements are the most appropriate services to be devolved to the ward/community level.'
