This ICE guide provides a brief introduction to the policy mechanisms in place in the UK to deliver a low carbon economy (2007). It gives an overview of the Energy Efficiency Commitment (EEC) obligations, and summaries the Energy Supplier Generation obligations including the Climate Change Levy (CCL), Levy Exemption Certificates (LECs), Renewables Obligation (RO), Renewable Obligation Certificates (ROCs) and Renewable Energy Guarantees of Origin (REGOs). It also outlines emissions trading and related measures, the UK government's Carbon Reduction Commitment (CRC) and looks at future developments.
