Theresa Villiers MP argues why plans for a thrid runway at Heathrow would be scrapped under a Tory government, in favour of a high speed rail link between London, Leeds, Manchester and Birmingham. This lecture outlines the case for a high speed rail network and identifies how this would fit into a wider rail and air strategy for the UK. She believes that building this link would be affordable and still leave money in the pot for other important rail capital projects for existing lines. Is it a question of either a new high speed rail line or a thrid runway at Heathrow ... or is there a need for both? This lecture contributed to the debate on high speed rail in the UK.
