The Community Infrastructure Levy (CIL) is a mechanism for securing developer contributions towards the costs of infrastructure improvements. Introduced in 2010, the Levy has already been the focus of significant revision. The Institution of Civil Engineers (ICE) is concerned that some of these changes will limit the Levy’s effectiveness in its principal objective – to provide important new infrastructure.
