Results of a survey of ICE members to proposals for local government reform.  The survey, carried out in September 2006, gauged opinions in key areas including plans for 'city-regions' headed by 'city-mayors'; the devolution of strategic powers to 'city-regions'; and the empowerment of neighbourhoods and local communities.  See also ICE response to 'Strong and Prosperous Communities - The Local Government White Paper'.
