This study, published in 2006, demonstrates the case for a national resource management strategy. It argues that existing waste management strategies are largely an end-of-pipe response to the 122 million tonnes of municipal, comemrcial and industrial waste produced annually in the UK. Repositioning waste management strategies as resource management strategies would provide opportunities for large-scale benefits to be created by decopuling economic growth from both waste generation and CO2 emissions.
