- Entry is open to anyone living or working in Wales.
- Photographs must be submitted into either the Personal or Professional category depending on the criteria.
- Personal: Taken by an amateur photographer.
- Professional: Taken by a commercial photographer or photographer working for a company using a drone.
- No person should break any health and safety rule of any construction site or other location in any way to obtain a photograph. Do not put yourself or anyone else in danger when taking photographs.
- The subject can be any aspect of civil engineering photographed at anytime, anywhere in Wales before 01 January 2026. The photograph(s) must be your own work and not infringe the rights of any other party.
- The entry must be sent via email to [email protected] and include the following information:
- Photo competition / Personal or Professional in the email subject line
- Your name (and membership status if applicable)
- Your age (if under 16)
- Contact details (email and phone number)
- Details about the image(s) i.e. title, subject and location with the file name as a reference
- Type of camera used (and settings, if appropriate)
- Photographs may be cropped (whilst retaining standard image dimensions), enhanced (e.g. brightened/ lightened), but the content must not be manipulated (i.e. any content moved/added/removed).
- The judging panel will include: representatives from the official sponsors, a professional photographer, ICE Wales Cymru communications lead, ICE Wales Cymru chair and chairs future leader.
- The judges reserve the right to exclude any photograph they believe has been excessively treated, altering its authenticity.
- The promoter of this competition is:
ICE Wales Cymru, Cambrian Buildings, Mount Stuart Square, Cardiff Bay, CF10 5FL. - You must own the copyright of each photograph image entered and you will retain copyright, however in entering the competition you are granting ICE a royalty-free, world-wide license to publish images in print and electronic format for purposes connected with ICE and the promotion of civil engineering without acknowledgement (although a credit may be given if appropriate). No fees will be payable. ICE retains the right to pass to a 3rd party to promote civil engineering e.g. the media. Each prize winner consents to the promoter publishing their name and hometown/city in publicity for the competition
- Entrants will keep ICE harmless from any claims in relation to their entry that the entry infringes the personal or proprietary right of any other person. Each entrant also confirms that anyone depicted in an entry has given their permission for the inclusion of their image in the entry and the use of the entry including their image by the entrant and ICE. Where such persons depicted are under the age of 16, then consent will be required from the parent/guardian. The attached ‘consent form’ may be used for such purposes.
- ICE reserves the right to cancel this competition or amend the rules at any stage, if deemed necessary in its opinion and if circumstances arise outside of its control.
- The judges’ decision is final, and no correspondence will be entered into.
- An online exhibition of winners and shortlisted entries will be held in January 2026. The winners will be announced prior to the exhibition and sent their certificates.
- Photograph images should be a minimum of 1000 x 800 pixels, emailed in jpeg format and named in the following way: Name of image_first name of photographer_lastname.jpg e.g. SevernBridge_David_Jones.jpg
By agreeing to serve as a judge for the 2025 ICE CityZen Award you acknowledge and agree to the following terms:
- Data Privacy:
You will handle all entrant data, including competition submissions, videos and personal information, with the utmost care and according to the terms outlined in this document to comply with UK GDPR law.
Entrants' data will not be shared, used, or disclosed for any purpose other than judging this competition. - File Deletion
You will delete all downloaded competition submissions (including videos, web links and supporting materials) immediately after the judging process is completed.
Any backups or copies of the files/content must also be permanently removed. - Confidentiality
You agree to maintain strict confidentiality regarding all entries, ensuring that no content, entrant details, or judging outcomes are shared with any unauthorised persons including but not limited to social media, colleagues, family members or employer.
Discussions about entries will only occur within the authorised judging panel meeting or with competition organisers. - Judging Process
You will adhere strictly to the judging criteria and processes established by the competition organisers. You agree to remain impartial and evaluate all entries fairly and objectively.
By participating as a judge, you confirm your understanding and acceptance of these terms. Failure to adhere to these conditions may result in your removal from the judging panel and/or other actions as deemed appropriate by ICE.

Booking conditions
A confirmation email will be sent to you on receipt of your booking. If the option for invoice is available, and you requested one at the time of booking, one will be sent from the booking system which is managed by Event Connections Ltd. Payment must be received before the conference start date. If payment is not received, delegates will be asked to pay in full before entering the event.
All received final papers will be made available before the event to attendees who have paid their fees in full.
Presenting authors
Presenting authors must register for the conference. Only one presenting author is permitted per paper. Second or any additional authors are required to pay at the relevant delegate rate. No authors will be permitted to present their papers, or have their papers published in the conference proceedings (if such proceedings are produced) unless payment has been received.
All presenting authors must have registered and paid for the conference by the advised deadlines. In the event a paper is not accepted to the final conference, ICE will refund any paid registration fees in full.
Delegate early registration discounts
To qualify for the discounted rate described in the conference pricing, booking and payment must be by the advised deadlines. If payment is not received, the full rate will apply.
Delegate full rate
All bookings received from 24 August 2026 will be charged at the full rate and payment must be received prior to day one of the event. All invoice payments are due 30 days of the invoice date or 14 days before the conference, whichever is soonest. Should the Institution of Civil Engineers not be satisfied that payment has been received, a credit card payment will be required at registration before entry to the event will be permitted.
We are sorry that we are unable to accept provisional bookings.
Please note: normal conference fees cover entrance to all sessions, conference documentation and available papers in electronic format, coffee/refreshment breaks and lunch. Networking dinners or cocktail receptions, site visits and other additional events may incur an extra charge as described in the conference pricing. However, where stated, some special promotional delegate offers may exclude some or all of these items.
No two discounts can be used at the same time, unless otherwise stated.
Name badges will only be issued to registered attendees meeting the booking conditions. Access to the event, partial or in full, is subject to meeting the booking conditions. Guests (including, but not limited to, spouses, siblings, and children) will not be permitted unless fully registered and meeting the booking conditions.
Joining instructions
Joining instructions will be issued before the conference, by email, subject to receipt of payment. We cannot be held responsible for the non-arrival of registration information. Cancellations / Substitutions
All cancellations must be made in writing to the events team.
For all attendees, cancellations made up to eight weeks before the first day of the event will be charged at 10% of the full price (with a minimum cancellation administration fee of GBP 50.00 + VAT).
For delegates (i.e. all attendees excluding presenting authors), cancellations made between eight and two weeks before the first day of the event will be charged at 50% of the full price. Any cancellations made within the two weeks prior to the first day of the event will be charged at 100% of the full price.
For presenting authors, any cancellations made less than 30 days before the start of the event will be charged in full.
Non-attendance will be deemed as cancellation, and 100% of the fee will be charged.
Substitutions can be made, in writing to the ICE events team, at any time before the start of the conference.
Where an event extends into several sessions and/or days, each event pass is personal and cannot be partially exchanged or shared. Where sessions (or conference days) can be booked separately but a discount is offered for buying a package, those passes cannot be shared or partially exchanged.
It may be necessary for reasons beyond the control of the organisers to alter the content, timing and venue of the programme or the identity of the speakers. In the event that the conference has to be cancelled, you will be entitled to a full refund of your delegate fees. The Institution of Civil Engineers will not be responsible for the reimbursement of any airfare, hotel or other costs incurred by potential delegates, presenting authors or attendees unless otherwise stated.
Expenses
Please note that unless explicitly stated in the invitation, personal expenses (such as travel and accommodation) will not be refunded by the Institution. Any expenses incurred by a delegate will be the sole responsibility of that delegate. Any expenses to be refunded by the Institution must first be agreed by them in writing, and in accordance with ICE policy.
Liability
The Organisers do not accept responsibility for any loss of, or damage to, personal property however, the Delegate or Presenting Author will be responsible for damage to the property of the venue or the Organisers caused by themselves or their guests during an event and will agree to make good or pay full restitution for the making good of any such damage.
Personal injury or any kind of liability which may arise from the use of the venue caused by the Delegate or Presenting Author or guests of the Delegate or Presenting Author in any part of the venue will not be the responsibility of the Organisers.
The Delegate or Presenting Author will agree not to bring beverages or food of any kind into the venue and not to cause or permit the guests or invitees to do so.
Force majeure
ICE shall not be held responsible for any delay or failure in performance of its obligations hereunder to the extent such delay or failure is caused by fire, flood, strike, civil, governmental or military authority, acts of God, acts of terrorism, acts of war, epidemics or acute outbreaks of communicable disease, the availability of the location for the Event or other similar causes beyond its reasonable control.
The Organisers shall not be liable to the Attendee, Delegate or any Presenting Author for any loss or damage (whether direct or indirect) which may be suffered by the Attendee, Delegate or Presenting Author due to any circumstances or events beyond the Organiser’s control including, but not limited to, acts of God, war, riot, strike, lock-out, trade dispute or labour disturbance, accident, breakdown of plant or machinery, fire, flood, storm, leakage, shortage of or inability to obtain materials, failure of supply of electricity or telephone or compliance with any regulation, direction or request made by a Government authority.

English, unless otherwise stated.
Data Protection
The Institution of Civil Engineers are the controller for your personal data. We process your data in the UK in order to run the event and enter into a contract with you as an attendee. Once registered, we will send you information related to the event, including marketing for the event and related services from the Institution of Civil Engineers. We will share your data with suppliers that we use for providing the event, such as for administration, facilities management and catering services. Where this requires the transfer of your data to another country, we conduct risk assessments and apply suitable safeguards to protect your information.
With your consent, we share your data with third parties, such as event sponsors and other attendees via published delegate lists. Our events may have photography and filming taking place. Where this is the case, we will notify attendees, so you have the opportunity to move out of the field of view. If you believe your image has been taken without your agreement, please raise this with the photographer on the day, or contact us at [email protected]. Submission of this booking constitutes a legally binding agreement. UK delegates may request an invoice, and requests must be endorsed with either a purchase order number or by an authorised signatory.
