Richard Coackley

Biographical Details:

Richard Coackley graduated from Glasgow University in 1975 with a First in Civil Engineering and has worked in both contracting and consulting in the UK and overseas in water, wastewater, hydropower and power disciplines.  
Richard is Director of Energy Development for Scott Wilson.  This includes major decommissioning  and development of new work in the Nuclear Sector and renewable energy projects.


Before joining Scott Wilson Richard led the Energy sector business for White Young Green specialising in nuclear decommissioning at Sellafield and maintenance and refurbishment of major power plant. Before that Richard was for 5 years a Director of Mouchel Parkman and Managing Director of their Utilities business where he was responsible for development of an 800 multidisciplinary staff business stream, with turnover of £60m in multidisciplinary support services. His executive board duties were to move the business to a high performance organization culture and create a £320m turnover 5000 professional staff business following flotation and merging of the two companies.

Previous to that he was a Director of Binnie Black & Veatch leading business in UK, Europe, Eastern Europe, Central Asia and North Africa.  He worked with Sir Alfred McAlpine to construct Dinorwic Pumped Storage Scheme in North Wales in the early 80´s and Balfour Beatty in refurbishment at Rosyth Naval Dockyards.

Richard´s overseas work has taken him through the Middle East, the Maldives and Sri Lanka working on water supply and sanitation schemes as Engineer´s Representative.  In Pakistan, he was responsible for the development of the power channel design for the Ghazi-Barotha hydropower scheme immediately downstream of Tarbela on the River Indus, a 60km diversion of the river to carry 1600m3/s and to develop 1800MW - a £2000 million project. 

Richard was a member of Council of the Institution of Civil Engineers (ICE) from 2000 to 2003 following many years of active support of the Institution. He was a non executive director of Thomas Telford Ltd for nine years, and is Vice President of ICE. In Europe, Richard is immediate Past President of the European Council of Civil Engineers.

Richard is keenly interested in the professional development of engineers of all ages.  He is keen to enthuse our young in engineering and broaden the skills now required by engineers, for example project and programme management, financial management and whole life costing, to enable our profession to succeed in our ever competitive market.
