Vice President of Membership, Diversity, and Ethics

Biographical Details:

William joined Scott Wilson in 1965, upon graduation from Cambridge University, and spent his whole 40 year career with the company. His particular area of expertise was transport infrastructure and he was Director (Highways) from 1986 until his retirement in 2005.

After early experience in England he transferred to Hong Kong and for 7 years was responsible for the development of Tuen Mun New Town in the New Territories. In that time over 70 contracts for reclamation, site formation and infrastructure works were designed and let and the town´s population grew from 30,000 to 265,000.

Upon his return to England in 1983 he became principally involved in highways works and took responsibility for over 250km of motorway and trunk road schemes for the Highways Agency and the National Roads Authority (Ireland). In Ireland he established a Scott Wilson presence by forming a joint venture with a local Irish consultant and chaired the JV Board from 1999 to 2004.

He established a UK highway maintenance practice in 1996 and expanded it to over 200 staff. He led successful bids for the Area 14 Superagency and was then instrumental in forming the AMScott JV which has been responsible for the Area 7 MAC since 2002. He served on the JV Board from 2002 to 2005.

William chaired the Nottingham University/Scott Wilson Teaching Company which established Scott Wilson Pavement Engineering in 1985 and was a director of SWPE from 1995-2003.

He has always been interested in engineering education and professional development. He has chaired the Advisory Boards of the Civil Engineering Departments of both Sheffield and Loughborough Universities and acted as an External Examiner at Sheffield Hallam University. He is currently the Institution´s representative on the Court of Loughborough University

William was Chairman of the East Midlands Region of the Concrete Society in 1987/1988 and served on the National Council. He also chaired the CIRIA Construction Operations Committee for 2 years and served on the UK Committee of the World Road Association for 16 years.

He joined the Hong Kong Institution of Engineers whilst working in Hong Kong and is currently Chairman of the UK Chapter.

William´s service with the Institution began in the East Midlands Region in the late 1980s as a member of the Regional Committee, on which he still serves. He has been Chairman of the region twice, in 1995/1996 and 2004/2005. He served as a Member of Council from 1993 to 1996, from 2005 to 2008 and from 2008, being elected a Vice President at the commencement of the 2008 session.

William was awarded the Garth Watson Medal for services to the Institution in 2007. He feels this is very appropriate as Garth Watson was the signatory on his membership certificate from 1970.

He is currently a member of several ICE Committees including the Finance Committee, the Learned Society Committee and the International Policy Committee. He is on his 4th term of service on the ICE Benevolent Fund.

William´s outside interests include football (supporting Norwich City), growing fruit and vegetables and childrens´ music. He founded the North East Derbyshire Music Centre Trust in 1991 and was Chairman until 2007.

In the Queen´s Birthday Honours in 2007 he was awarded an MBE for Services to Civil Engineering and Music in Derbyshire.

William is married to Gitte and they have a daughter and a son.
