ICE Council

The ICE Council is the governing body of the Institution, and comprises the President, Immediate Past President, Vice-Presidents, and 43 members representing all grades of the membership. The members of Council are elected by the ICE membership, and normally serve for a period of three years - approximately a third of the Council is elected each year.  

In 2006, a Council Working Group under the chairmanship of then Vice President David Orr completed  a detailed study of the Institution's governance structure.  The Working Group's remit was to ensure that the ICE is governed in accordance with the requirements of the Charity Commission and other stakeholders, in particular the membership, and supports the strategic direction of Council.    The report and recommendations of the working group were approved by the Council at its meeting on 1 November 2006.    The main outcome of the Review is that, subject to approval by the membership, Council will in future have international members representing Asia Pacific, Middle East & Africa, Europe, and the Americas.  This is in tune with the increased international position of the Institution.  Read the full report >>

The President is elected annually by Council, and is a leading civil engineer in the consulting, contracting or academic field. The President represents the 'public face' of the profession, and his role is to champion the interests of civil engineers, in particular in dealings with governments and the media. Council currently meets five times a year to discuss the strategic direction and set the policy of the Institution in matters of education, training, qualification and issues concerning its role as a 'reservoir' of knowledge in the field of civil engineering.  Detailed business is delegated to the Executive Board, comprising the President, Vice-Presidents, and five elected members of Council.  The Board is chaired by the Senior Vice-President.

Although the Council and Executive Board are ultimately responsible for governing and managing the Institution on behalf of its members, the day-to-day operation is the responsibility of the Director General. Find out more about the Director General and his senior management team.
