Keynote address: Professor Michael Kelly

At less than 24 hours notice Professor Kelly agreed to deliver the keynote on behalf of Professor Jeremy Watson, Chief Scientific Adviser, Department of Communities and Local Government.  The day before the conference the Chancellor announced the results of the Comprehensive Spending Review and Professor Watson was at short notice required to attend a post CSR meeting. Professor Kelly was Professor Watson's precedessor at DCLG. We are grateful to him for coming to our rescue,
