Anisa Koci CEng MICE
“If elected to council, I will use my skills in engineering problem-solving, research and outreach to help the Institution in its drive for a better society; effectively communicate the views of ICE members to Council.”
I am a proud member of the Institution of Civil Engineers (ICE), having joined as a graduate member and becoming a Chartered Member in 2024. I am currently principal project manager/engineer at Portsmouth International Port, and I have both industry and academic experience working on major infrastructure projects, few listed below:
- Berth 2 Levelling and Extension
- Border Control Post
- Terminal Annex Extension
- Port Masterplan
- Shore Power infrastructure
I share findings from my work and research through presentations to engineering communities, including at the ICE.
I am an advocate for support of young people and voluntarily do STEM activities, mentor young persons and help graduates prepare for their Professional Review as well as being an active member of Women in Maritime and Engineering society. I volunteer at the University of Portsmouth Mentoring Scheeme for engineering students.
The ICE is the pillar of Civil Engineering in our Society and I welcome the opportunity to serve and support this institution. If elected to Council, I will:
- Use my skills in engineering problem-solving, research and outreach to help the institution in its drive for a better society
- Effectively communicate the views of ICE members to Council
- Fully commit to supporting the trustee board.

Marcos Armas MEng CEng FICE MIStructE MBA

I am a Chartered Engineer and Fellow of the Institution with over 15 years of experience in infrastructure and construction. I have worked on a range of projects across different sectors and geographies, from low-carbon construction in the UK to major railway infrastructure in the Middle East. I have also held senior positions in both engineering consultancy and advisory firms where I have led teams of engineers and consultants, delivered high-profile projects for clients, and supported business development activities.
I have been an active member of the institution for over a decade, serving as a mentor for junior professionals, as well as a Chartered Professional Review. I have also been a contributor to various industry publications. I am passionate about the role civil engineers play in society, and I would be honoured to serve in the ICE Council.
As a council member, I would support the institution's mission to create a better future for all by representing the views of a wide cross-section of ICE members; pursuing an agenda of engagement, support and mentorship at all grades of membership; and fostering an inclusive environment where all members feel that they are welcome and can contribute to the profession.

Simon Christopher Kenneth Wanklyn CEng FICE

I am a proud member of the Institution of Civil Engineers (ICE) having started my career as an apprentice and becoming Chartered in 2019 and a Fellow in 2023. I have experience of working in both public and private sector both in the UK but also in the Middle East.
I am a passionate advocate for the civil engineering profession, I am excited to present my candidacy as a council member at the ICE. My experience encompasses a broad spectrum of engineering projects, from infrastructure development, transport planning, project management and senior leadership. Throughout my career I have promoted clear and effective communication and this includes in the promotion of the industry and in educating the public on the benefits of civil engineering projects.
My commitment to the ICE has been demonstrated through active participation in mentoring programs, where I have guided young engineers, fostering their growth and inspiring them to innovate. I advocate for equality and diversity in the sector I have also contributed to policy discussions, emphasising the need for efficiency and sustainability in our industry.
I will utilise my skills and experience in nurturing the future generation of engineers, enhancing industry efficiency, and championing technological adoption.

Stuart Allen BSc (Hons), IEng MICE, CMgr CMI

Throughout a thoroughly enjoyable and diverse career, I have worked for many public sector organisations in technical, operational, and strategic leadership roles. I am currently the Environment Agency’s deputy director for Regulation & Investment Assurance. This national role includes oversight of Reservoir Safety, Investment Assurance, and River & Asset Regulation in England. I am also a supervising civil engineer and an executive manager sponsor for the Gender Equality Network.
I have been involved with the ICE for over a decade. I started out supporting my local City Club in Dorset, before progressing into more formal regional roles, including Regional Committee Chairperson (2021-2023). Most recently I took up the role of interim South West Region Representative on the ICE Council for 2023/24.
If elected as a general member of council, I would continue to:
- Use my experience, skills, knowledge, and network to promote the Institution in a positive way that helps it achieve its ambition for a better society on a local, national, and global scale
- Constructively challenge the council to influence positive change where required
- Champion diversity, equality, fairness, inclusion, and respect
- Highlight civil engineers as key custodians of the UNSDGs fully commit to supporting the trustee board

Antonios Palatianos BEng (Hons) MSc CEng MICE ChPP MAPM CMgr MCMI
“If elected, I will work with the council, the institution and its members on... removing the barriers to implementing innovations on the ground… promoting nature positive infrastructure… future proofing the profession.”
I am a Civil Engineer and a project/programme manager with over 22 years’ experience in the Water Sector. I have worked with multi-ethnic and multi-cultural groups in the bidding and pre-construction, design, construction and refurbishment of Water/Wastewater treatment plants and distribution networks in the UK, North Macedonia, Bulgaria, Romania, Greece and Ethiopia. In my current advisory role, building on my previous contracting experience, I assist Water Clients adopt, develop and deliver nature positive infrastructure.
I have been supporting graduates, apprentices, and more experienced Engineers with their professional development, as their SCE, since 2017.
If elected, I will work with the Council, the Institution and its members on the following areas:
- Removing the barriers to implementing innovations on the ground: Promote early Contractor engagement during solution development and shared risk adoption between Clients and Contractors to ensure mutual ownership of the delivery phase.
- Promoting nature positive infrastructure: No-build solutions through designing out structures or repurposing existing ones, minimum build such as nature-based solutions e.g. SUDS for storm water retention.
- Future proofing the profession: Elevate civil engineering's profile in order to attract future engineers, and equip them with essential skills, focusing on communication, ethical, empathic and commercial skills.

I am a Fellow of the Institution, Vice-Chairman of the London & Southeast Water Panel, and a supervising civil engineer with 20 years’ experience in the infrastructure sector. I am a technical director in the Arcadis Investment Advisory Global Practice with expertise in project finance where I facilitate sustainable investments in infrastructure.
I am committed to championing three key priorities that resonate deeply with our members.
- Climate resilience: Tackling the pressing challenges of climate change is paramount. I will prioritise the development of sustainable and resilient infrastructure solutions that protect our communities from environmental impacts.
- Digital transformation: Recognising the power of digital innovation, I will advocate for cutting-edge technologies to enhance project delivery and efficiency. Empowering our members with these tools is crucial in navigating this rapidly evolving field.
- Skills and education: Lifelong learning is the cornerstone of professional growth. I will advocate continuous professional development opportunities, ensuring our members possess the latest knowledge and skills essential for excelling in their careers.
