In 2012 Belfast City Council agreed a £105million Leisure Transformation Programme for the city of Belfast, which is being delivered at no additional cost to the ratepayer. Among the project’s guiding principles are a focus on health and well-being outcomes, value for money and balanced investment, people and partnership.
Presenter Martin Doherty, from Belfast City Council, will address the Council’s approach to delivering the programme from development of the initial strategy through to construction of the new centres. He will talk about management of the programme, wide-ranging stakeholder engagement undertaken by the Council, design development, use of BIM, procurement and construction.

Martin is an experienced Chartered Quantity Surveyor, Project Manager, Programme Manager and Commercial Manager with 20 years’ industry experience in both private practice and local government.
Martin has worked in Belfast City Council since 2012 in the Physical Programmes Department which has responsibility for the effective management of the council’s interests in property, projects and programmes. Martin is responsible and accountable for delivery of the council’s interest in physical project delivery from inception to completion. This involves developing a portfolio of projects to time, budget, scope and quality with projects valued up to £50 million and a physical programme valued at £320 million.
Since 2016, Martin has been the capital delivery lead with overall responsibility and accountability for the capital delivery of the £105 million Leisure Transformation Programme.
