The CDM 2015 regulations were published on 6 April and the Health and Safety Executive’s provided a six-month grace period to allow construction professionals time to adapt to the new rules and finish existing construction projects.
From 6 October, full implementation of the updated regulations is required on all new construction projects. Yet there are still parts of the industry which are not fully prepared.

Eur Ing David Lambert BSc(Hons) CEng MICE RMaPS CMIOSH , ICE H&S Registered (Advanced)
David Lambert is Safety, Health and Environmental Manager at Kier, leading on Health & Safety aspects of Asbestos, Temporary Works and Design. He has recently completed a three year combined secondment to the UK Contractors Group as head of Safety and Health.
A Chartered Civil Engineer and member of the ICE Health & Safety Expert Panel, David contributed to the development of CDM 2007 addressing audiences before and after the changes as to their implications.
More recently, he was a member of the CONIAC working group reviewing the CDM 2015 Regulations, and led the working group preparing the designers’ guide to the revised regulations.
As a Supervising Civil Engineer, and a Reviewer, David has contributed to the professional development of engineers for several years.
Tony Putsman BSc (Hons), MICE, C Eng is a chartered civil engineer and experienced project manager with 40 years’ construction experience. He has managed a variety of projects in the UK and Africa, including water supply, highway, industrial and residential schemes.
Tony developed a keen interest in the 'people' aspect of construction whilst working for major companies such as Taylor Woodrow, Jarvis Construction and Kier International. Now a leading advocate of team-based risk management, he acts as an independent risk management consultant and is a founder-director of Construction Team Technologies Ltd.
As a corresponding member of the ICE Health & Safety Expert Panel, Tony and has been actively involved with the CDM consultation and key to shaping and developing the ICE CDM 2015 training courses.

Russell Adfield has worked for HSE since 1995 as an inspector and Principal Inspector leading operational teams across HSE's regulatory portfolio. Since 2009, Russell has worked for HSE's Construction Division and currently heads the Construction Management policy unit involved in the development of the 2015 CDM Regulations and associated guidance.
