He received his Bachelor Degree in Civil Engineer in 1983 and Master Degree in Geotechnical Engineering in 1986, both in Canada. Later on in his career as a practicing engineer, he expanded his interest in finance and obtained a Master Degree in Investment Management in Hong Kong.

Shortly after graduated from his engineering training, he practiced geotechnical engineering with a consulting firm in Canada. He subsequently advanced his career with leading international contractors holding senior management positions based in Hong Kong and delivered major infrastructure projects involving site formation, reclamation, deep foundation, highway, and tunnelling in Hong Kong, Singapore, and China.

Currently, Simon is the General Manager of the Hong Kong section of the Express Rail Link Project. The project is managed by the Mass Transit Railway Corporation Ltd under the Entrustment Agreement with the Government of the Hong Kong Special Administration Region. Simon is closely engaged with the respective Authorities in the various stages of the funding application process as well as regular progress updates to the Legislative Council Railway Sub-committee.

The Hong Kong section of Express Rail Link consists of 26km of twin tunnels linking to the 16,000km of high speed rail network in Mainland China. The terminus of the Express Rail Link has an 11 hectare footprint with a basement over 30m deep. It is located in a densely populated area in the Kowloon peninsula of Hong Kong. The project has tremendous technical and human resources challenges. In addition, the successful completion of the project also mandates the proactive engagement of stakeholders including the government, community, political pressure groups and media.
