We know we should be selecting on whole life cost but how do we do that with the basic NEC Engineering and Construction Contract? And, more radically, can we stretch the New Engineering Contract so the bidder REALLY cares about operational cost?

Can we use NEC for:

  • Design Build Operate (DBO) and
  • Design Build Finance and Operate (DFBO)?

Richard will give a quick introduction to this issue before we open up the session for discussion.
