Keith Davenport (Warwickshire CC) and Richard Nickson(Elgin and former Network Strategy Manager at Cheshire West and Chester) propose to discuss: Improving Network Management, Planning and Communications with cloud-based "big data" services: Warwickshire use services intensively to manage, plan and communicate streetworks and other events.

Elgin will illustrate how these principles can be applied across strategic management of a Key Route Network, and, to deal with the impact of mega-projects such as HS2. Elgin have recently integrated real-time traffic disruption data into their services, enabling seamless, real time views of active streetworks and other incidents that are having an impact on the road network.

Keith Davenport

Keith joined Warwickshire County Council in 1992 having worked for 10 years for British Rail designing, maintaining and replacing everything from stations through to Signal Boxes to Bridges. 12 years ago he was appointed Warwickshire's Traffic Manager at the inception of the Traffic Management Act. He oversees the whole of the Warwickshire road network (3,850km), such that congestion is reduced through positive control over roadwork's and events.

In addition he manages the Rights of Way team maintaining 2,800km of network, in addition to 105km of unsurfaced non classified roads, and the Highway Search enquiry service for the Authority. As part of the roadwork's management service, he has also set up a shared service with Coventry for the management of its roadwork's and events managed by Warwickshire. He has been involved in setting a number of key strategies for the County Council from Speed Limit setting through to Parking Enforcement and the Network Management Duty. He is also Chair of the West Midlands Joint Authorities Group and the West Midlands Shires and Unitaries Traffic Managers group.

Richard Nickson

Richard is an engineer and chartered transport planner with 23 years' experience within public sector transport and highways. Richard has previously worked at Leicester City Council, Chester City Council and Cheshire County Council. He joined Elgin in 2011 following three years as Head of Network Strategy at Cheshire West and Chester Council. He has wide ranging experience across the transport, travel and road safety and is passionate about process improvement and technical innovation.
