The Tung Chung New Town Extension East (TCE) is a 130 hectares new town developed on the newly reclaimed land adjacent to Hong Kong International Airport. To enhance the ecological performance of the project, an eco-shoreline is designed to replace the conventional rip-rap seawall, providing a valuable habitat for marine flora and fauna as well as other eco-system services. And since biodiversity value is driven by physical complexity at different scales, the more complex and varied the eco-shoreline design is, the higher the biodiversity value.
A multi-disciplinary team was formed at the beginning of the design stage. The group consists of ecologists, landscape designers, coastal engineers, geotechnical specialists and structural engineers. First, a detailed baseline of the existing ecological communities of the project area was developed to understand the physical and biological processes that shape these communities. This knowledge was then distilled into a series of principles to help guide the overall design process. Some engineering aspects in terms of coastal protection standards and other government regulations were also considered. These elements were ultimately drawn together as part of an overall landscape design that also considered eco-shoreline interface with a promenade to enhance public engagement and access, along with educational and recreational opportunities.
In this webinar, Dr David Gallacher and Mr Stephen Suen will present details of the eco-shoreline design, together with preliminary findings from a trial site constructed at Siu Ho Wan, North Lantau.

He has an academic background in ecology and environmental management and has experience in a wide range of project types including environmental planning, impact assessment and monitoring, biodiversity management and habitat creation, sustainable urban design, land remediation and Environmental, Social and Corporate Governance (ESG) Reporting.

Mr Stephen Suen is an Associate Director with AECOM Design with over 15 years of professional experience ranging from master planning to detailed landscape/architectural design on international projects. He received his Master of Science in Urban Design at the Bartlett School of Architecture, University College London (UCL) in 2004. He has a degree in Engineering with Business Finance at University College London and is a chartered landscape architect in the UK and an urban designer. As a key design leader for the Hong Kong Design Studio, Stephen’s background in engineering, landscape and urban design has enabled him to lead multi-disciplinary teams on large scale development/regeneration projects with a strong focus in upholding compelling yet robust visions.
