About this event

The ever-increasing population in Hong Kong has driven urban development towards natural terrain, and hence closer to slopes or even on the slopes. As a result, landslide has been one of the major risks to the urban development. Nevertheless, since the launch of Landslip Preventive Measures Programme (LPMP) and its successor, Landslip Prevention and Mitigation Programme (LPMitP), the slopes in the city are safer than ever.

On the other hand, in the unfortunate events of landslides, Urban Search And Rescue Team (USAR) plays an important role in rescuing the victims despite dangers and adverse working conditions. This joint seminar-visit will allow you to appreciate the collective effort of engineers and firemen in safeguarding lives and properties, hence the title "Heroes behind the Scene".

ICE HKA G&S is honoured to invite Mr Martin Lee, Senior Geotechnical Engineer (Landslip Preventive Measures Division) from the Geotechnical Engineering Office of the Civil Engineering and Development Department (GEO, CEDD) to give an overview of LPMitP including background, scope, target output and strategy. He will also share his experience in the implementation of the programme and present the success and benefits of the ongoing programme.

Following the seminar, participants will visit USAR in Kai Tak Fire Station. USAR will introduce their roles and duties during emergency. They will also share their cases of operation. Subject to availability and operation of the fire station, there will be a tour around the fire station in which the staff will showcase their facility and equipment.

The rundown of the event is as follows:

  • 12:00-13:15 - Seminar on LPMitP
  • 13:15-13:45 - Refreshment
  • 13:45-14:30 - Transit to Kai Tak Fire Station
  • 14:30-15:30 - Visit in Kai Tak Fire Station

- Coach will be provided for transit to Kai Tak Fire Station.
- Registration will be on a first-come-first-served basis and priority will be given to ICE graduate and student members.
- Only successful applicants will receive confirmation e-mail.


- Unless having obtained prior consent from the Fire Services Department, no photo taken in the fire station shall be circulated or posted online.
- Applicants with no-show records will be given lower priority.
- No walk-ins will be allowed.

The site visit will be cancelled in case of Red Rainstorm Warning Signal or above; or Typhoon Signal No. 3 or above being in force by the Hong Kong Observatory at or after 12:30 p.m. It may also be cancelled because of safety, operation needs or other reasons.

Martin Lee

Mr Martin LEE is a Senior Geotechnical Engineer of the Geotechnical Engineering Office of the Civil Engineering and Development Department of the HKSAR. He has over 20 years of experience in various types of geotechnical engineering projects in Hong Kong, including site formation, bulk excavation, foundation and slope upgrading and landslide hazard mitigation.

Martin is currently leading a team of geotechnical engineers responsible for the in-house design work of the Landslip Prevention and Mitigation projects.
