About this event

This lecture is the first of four lectures in the 2019 ICE London knowledge programme.

Held in association with SNC-Lavalin and Atkins, it will look at how rail infrastructure could be utilised to solve the city’s long-term growth agenda. Through station redevelopment, densification around stations and over station developments (OSD), we can unlock new spaces for businesses, homes and communities.

We’ll bring together experts from across the industry to offer different views on how this can be done, where we should prioritise our investments and different models for funding and planning.


David Leam (Chair)

Infrastructure Director, London First

David Leam

David is experienced in advising on decisions related to transport infrastructure. Since 2010 he has lead on London First’s work on infrastructure policy, specifically focusing on funding and financing options for Crossrail 2.

Previously, David has been a Special Adviser for three Transport Secretaries (between 2007-10), during which time he worked on a range of issues of both regional and national significance, including airport expansion, Crossrail, HS2 and congestion charging. He is currently a member of the expert panel supporting the Crossrail 2 Independent Affordability review set up by the Mayor of London and the Transport Secretary in 2018.

Rand Watkins FICE

Associate Director, Atkins

Rand Watkins

Rand has 20 years’ experience of planning, design and delivery of major infrastructure schemes in the UK and overseas, predominantly in the underground construction sector. She is skilled in the management and delivery of buildable and efficient designs, using her construction experience to drive safety into technical solutions early in the project lifecycle.

Specifically, Rand has client-based experience in setting technical strategy, leading multidisciplinary design and influencing major transport infrastructure procurement, and has a particular interest in the regeneration opportunities to be leveraged from transport schemes. Rand is a Fellow of the Institution of Civil Engineers (ICE).

Alex Williams

Director of City Planning, Transport for London

Alex Williams

Alex has held his current role with Transport for London since 2016, and as part of this he has worked on a number of major infrastructure projects such as tube extensions and new river crossings. He has also worked with the Mayor to develop and deliver his Transport Strategy for London, and has advised on Land Use Planning applications referable to the Mayor.

Between 2007 and 2016 Alex was Director of Borough Planning, and prior to Transport for London he worked for the London Borough of Camden and the London Borough of Ealing.

Jonathan Martin, B.Sc., MRICS

Director of Investment and Delivery, London Borough of Waltham Forest

Jonathan Martin

Jonathan is a Chartered Surveyor and has been involved in regeneration and development roles for over 20 years. His current responsibilities include Strategic Regeneration, Business Growth, Employment, Skills and Inward Investment, targeting improving the economic prosperity of the borough.

Jonathan is instrumental in attracting inward investment to Waltham Forest as part of the “Invest Waltham Forest” campaign. As part of this, he works with both public and private sector partners to unlock opportunity areas for regeneration and growth.
