Public-private partnerships (PPPs) are mechanisms for the government to procure and implement public infrastructure and/or services using the resources and expertise of the private sectors. PPPs combine skills and resources from both the public and private sectors through the sharing of risks and responsibilities. By leveraging the expertise of the private sectors, the Government can focus on policy, planning and regulation while delegating day-to-day operations. PPPs are applicable to many essential infrastructure services, such as railways, roads and bridges, green energy and water infrastructures.
Over the past decades, Hong Kong has accumulated a wealth of PPP knowledge and experience in successful implementation of mega PPP infrastructure projects, covering railways and road tunnels. Infrastructure development plays an important role in the prosperity of Hong Kong, but it also requires a great amount of capital investment from the Government. Can public-private partnerships be the solution of supporting the upcoming mega-scale infrastructure developments?
The objective of this discussion forum is to enhance the awareness of ICE members in Hong Kong on the public-private partnerships procurement method for infrastructure development. The discussion forum will also gather their views and suggestions on how to expedite the implementation of infrastructure projects by adopting PPP.

Adverse weather arrangement:
The event will be cancelled or rescheduled to another date in case of Thunderstorm; Red or Black Rainstorm Alert; or Typhoon Signal No. 8 or above being in force by the Hong Kong Observatory at or after 7:00am. It may also be cancelled because of safety or other reasons.
