The Yau Ma Tei and Mong Kok districts are densely populated with a high proportion of aged buildings, many of which have exceeded the development density permitted under the existing planning and legislation limits, thereby creating immense challenges to urban renewal. The Urban Renewal Authority (URA) has recently completed the District Study for Yau Ma Tei and Mong Kok.

The Study has developed three versions of Master Urban Renewal Concept Plans with varying development intensity. It has also identified in the two districts five urban renewal opportunity areas with different planning themes and development nodes intended to be sizeable district landmarks with high-rise developments.

Moreover, the Study has proposed new planning tools to step up the urban renewal momentum. While this Study is basically a planning study, some engineering aspects such as traffic and sewage have also been preliminarily assessed.

The objective of the discussion forum is to raise the awareness and gather views/suggestions from members of the Institution of Civil Engineers (ICE) in Hong Kong on this ambitious and challenging redevelopment initiative

Special arrangement under COVID-19

The event will be held in a venue with Vaccine Bubble Type D operation mode registered with FEHD.

1. Use of "Leave Home Safe" Apps is mandatory.
2. At least two-thirds of participants at the event must have received the first dose of COVID-19 vaccine.
3. Body temperature checking upon arrival is required.
4. Guests will be arranged to sit in maximum 12 people per table
5. Remember to bring along your vaccination record. Hotel staff will use the "QR Code Verification Scanner" mobile application provided by the Government to scan the guests' QR code of local COVID-19 vaccination record.
6. All participants are required to prepare and wear masks and have their body temperature taken at registration desk.

Adverse weather arrangement

The event will be cancelled or rescheduled to another date in case of Thunderstorm; Amber or Red or Black Rainstorm Alert; or Typhoon Signal No. 8 or above being in force by the Hong Kong Observatory at or after 6:30am. It may also be cancelled because of safety or other reasons.


The Institution of Civil Engineers (Hong Kong Association) shall not under any circumstances be liable or otherwise for death or any injury or for any damage to or loss or destruction of property or otherwise, in any such case arising from any accident or mishap, and whether during or after this event, in preparation for it, travelling to or from it or otherwise.
