With the notion of green procurement and the trend of digitalisation, the Development Bureau of the Hong Kong Government launched the e-Tendering System (“e-TS”) for public works projects in June 2022. Since its initial rollout, the system has undergone continuous expansion and enhancement of its services, culminating in its full implementation starting from 01 July 2024. The e-TS features two key components - the “e-Tendering System (Works Contracts)” and the “e-Tendering System (Works Consultancy Services)”, offering an eco-friendly solution for managing over 400 procurement exercises each year.
The e-TS brings both tangible and intangible benefits to different parties, including project teams in the Works Departments, as well as local and foreign consultants and contractors. Besides reducing environmental impact, it streamlines tendering processes and standardises procedures, saves time and resources, and ensures data security and integrity. By enhancing government procurement efficiency and competitiveness, the e-TS is poised to bring enduring benefits to Hong Kong’s construction industry.
In this webinar, Mr Eric Chan, Assistant Secretary (Works Policies) of the Development Bureau, and Mr Sammy Ip, Project Engineer (Works Policies) of the Development Bureau, will provide an overview of the e-TS, including the background, functions, and key points to note. The system implementation and development will be covered, and a live demonstration of the e-TS will be provided. Through this webinar, participants can get familiar with the e-TS, developing a comprehensive and detailed understanding of it. Participants can be well-prepared for involvement in Hong Kong’s public works procurement through the e-TS.
