M5 Junction 10 Improvement Scheme, webinar

Overview

This webinar tells the story of Gloucestershire County Council’s largest highway infrastructure project.

A long-standing council priority and an economic necessity, the M5 Junction 10 Improvement Scheme is the key enabler for housing and job growth in the west and north-west of Cheltenham, including the 45ha Cyber Business Park, adjacent to GCHQ. The scheme encompasses an all-movements junction on the M5J10, widening of the A4019 and a new link road into west Cheltenham.

Background

In October 2020, Homes England granted the scheme £249M through the Housing Infrastructure Fund (HIF) for the preparation and delivery of infrastructure to accommodate future residential and employment developments. To unlock these 9,000 homes and 100ha of employment land, there needs to be sufficient highway capacity to accommodate the increased motorised and non-motorised traffic it will generate.

National Highways (formally Highways England) identified that development of an all-movements M5 Junction 10 is a critical requirement to maintain the safe and efficient operation of the M5 corridor in their Birmingham to Exeter Route Strategy, whilst enabling the planned development and economic growth around Cheltenham, Gloucester and Tewkesbury.

About the scheme

The M5 Junction 10 Improvement Scheme has three elements:

• An all-movements junction on the M5; two new slip roads and two new bridges, three-lane gyratory, active travel facilities, new attenuation basins and flood compensation areas
• Widening of the A4019 east of Junction 10; widened to a dual carriageway, segregated footways and cycle lanes, new signalised junctions
• New link road allowing traffic from west Cheltenham to use Junction 10; single carriageway, connecting signalised junctions, single span bridge (across floodplain)

An upgrade to Arle Court Park and Ride (now known as Arle Court Transport Hub) and improvements to the A38/A4019 junction at Coombe Hill were also included as part of the package of improvements funded by Homes England, however, these have been progressed independently and are not the subject of this webinar.

Scheme Milestones

Dec 21 – Feb 22: Statutory Consultation.

Late 2022: DCO application submitted.

2024: Work commences (subject to planning consent).

Late 2025: Work complete and open to traffic (subject to planning consent).
