Emma Antrobus

Emma has been the North West Director of ICE since July 2018, overseeing the activity and budgeting for more than 6,500 members in the region. ICE has more than 95,000 members across the world in all sectors of engineering including transport, housing, development, energy and water.

Having done a business with manufacturing degree, Emma has spent most of her career working with and supporting businesses in all sectors towards improvement and change, with a focus on the engagement with and understanding of policy focusing on infrastructure projects including rebuilding Manchester city centre following the 1996 bomb, Northern Hub and HS2.

Keith Howells

Keith Howells is the 158th President of the ICE.

Having graduated in civil engineering in 1974, Keith joined one of the founder members of the Mott MacDonald Group and spent the first 10 years of his career in infrastructure design and project management, mostly in the water and transport sectors. On completing an MBA in 1986, he became involved with the planning, feasibility, and financial and economic analysis of projects, principally in the water and environmental sectors. Over the next decade he worked on numerous projects funded by the international finance institutions as well as by UK government bodies.

Keith has built career long experience in the planning, study and design of hydraulic structures, hydropower, urban drainage, sewerage, water supply and river engineering schemes. He has worked in numerous countries as well as in the UK. He ran the firm’s Water and Environment business from 1997 to 2002, before becoming the Group Managing Director in 2004, directing the firm’s expansion in North America and Australasia. Keith became Chair of the Group’s Executive Board in 2011, responsible to shareholders for the performance of the company and its strategic direction – a role he continued until mid-2019.

Keith was on the board of the Association for Consultancy and Engineering from 2011 to 2015, and its Chair in 2013; he was a member of the CBI’s Construction Council from 2013 to 2019; and a member of the Cranfield School of Management Advisory Board from 2012 to 2020.  He is a Fellow of the Institution of Civil Engineers, a Fellow of the Chartered Institution of Water and Environmental Management and a Fellow of the Royal Academy of Engineering.

Nushma Juwaheer

Nushma Juwaheer is the current ICE North West chair and a senior structural engineer at Mott MacDonald.

Nushma has been a member of the ICE for over a decade and has previously held several active committee roles alongside volunteering as a STEM ambassador.

Passionate about diversity and promoting civil and structural engineering to children and young adults, Nushma was a UK Construction Week (UKCW) 2019 Role Model and is currently an Institution of Structural Engineers (IStructE) Young Members Panel member.

Kate Lloyd

A civil engineer by profession, Kate has worked within the industry for over 20 years, starting as a site engineer in the North East of England. Following a couple of years as a teaching associate at Newcastle University, she then started working for CITB in the Careers and Education Team. Between 2007 - 2011 Kate managed the Women and Work: Sector Pathways Initiative across England which supported over 4000 women through training and networking opportunities.

This work informed the development of the Fairness, Inclusion and Respect programme, a national initiative to drive inclusion across the construction industry.

In 2017, Kate joined Constructing Excellence North East as Programme Manager and through consultation with the region’s construction industry and stakeholders, wrote OneVoice, the North East England Construction Strategy, 2020-2025 and the associated Action Plan.

She managed the OneVoice programme including the annual OneVoice, North East Construction Summit and supporting events until January 2023.
Kate joined the Institution of Civil Engineers in February 2023 as regional director for the North East and Yorkshire and Humber regions.
