Public-private partnerships (PPPs) are mechanisms for the government to procure and implement public infrastructure and/or services using the resources and expertise of the private sectors. PPPs combine skills and resources from both the public and private sectors through the sharing of risks and responsibilities. By leveraging the expertise of the private sectors, the Government can focus on policy, planning and regulation while delegating day-to-day operations. PPPs are applicable to many essential infrastructure services, such as railways, roads and bridges, green energy and water infrastructures.

Over the past decades, Hong Kong has accumulated a wealth of PPP knowledge and experience in successful implementation of mega PPP infrastructure projects, covering railways and road tunnels. Infrastructure development plays an important role in the prosperity of Hong Kong, but it also requires a great amount of capital investment from the Government. Can public-private partnerships be the solution of supporting the upcoming mega-scale infrastructure developments?

The objective of this discussion forum is to enhance the awareness of ICE members in Hong Kong on the public-private partnerships procurement method for infrastructure development. The discussion forum will also gather their views and suggestions on how to expedite the implementation of infrastructure projects by adopting PPP.

Billy Tam

Mr Billy Tam, chairman of IPPP, managing director of TPMA Consulting 

Mr Billy Tam is a qualified civil engineer with over 35 years’ experience in planning and implementation of PPP railway projects in Hong Kong, mainland China and Southeast Asia. He graduated from the University of Sheffield in UK and is a Member of the Hong Kong Institution of Engineers. Billy’s expertise covers full life cycle of new railway projects including strategic planning, financing, feasibility study, contracting, design, construction and testing and commissioning.
 
Billy was the project manager of Hong Kong MTR Corporation responsible for planning, design and construction of railway projects - Light Rail Project and West Rail Project in Hong Kong, and Beijing Metro Line 16 Project in mainland China. He specialised in business development of “Transit Orientated Development” and “Rail plus Property” investment models in mainland China. He also act as project manager of project management consultant of Shenzhen Metro Line 3 and as project manager of an EPC Contractor for a PPP high speed rail project in Thailand. 
 
IPPP promotes the APMG PPP Certification Program by the World Bank Group and PPP professionals can achieve the title “Certified PPP Professional, CP3P” upon completion of the program. In 2017, IPPP produced the Chinese translation of PPP Certification Program Guide which is available in 12 languages. As chairman of IPPP, Billy put great efforts in advocating internationally recognized good practices and the PPP Certification Program in Hong Kong, mainland China and Southeast Asia.
