Places for London: commercial railway development

Steven Lugg

With more than 30 years' experience in the construction industry, Steve leads the architecture, design and engineering team within Places for London; Transport for London's (TfL) commercial property subsidiary. Steve is a Civil Engineer and member of the Institution of Civil Engineers who has worked in both private and public sector organisations. He started his career with a civil engineering contactor undertaking temporary works design for tunnelling and ground engineering projects and has worked in contracting, consulting and client organisations before joining TfL in 2007. Steve’s multi-disciplinary engineering team at Places for London are responsible for the delivery of technical scopes and specifications for works across TfL’s non-operational estate. They also manage the technical assurance process and interfaces with the transport operations and operational assets. Working with some of the UK’s largest property developers and well known supply chain partners, Steve’s team deliver a challenging development programme in a highly complex and regulated environment.

Claire O'Shea

Claire is a Chartered Civil Engineer who has worked within TfL Engineering for the last 13 years. She currently leads the infrastructure protection team within Places for London, engineering.

In her early career Claire undertook several roles across London Underground before taking up her position within the infrastructure protection team. Her role initially focused on third party development adjacent to the railway and progressed to complex schemes such as the White City development area, Knightsbridge over station development and the Crossrail over station development portfolio.

Claire’s team now support the wider property development portfolio within Places for London through early scheme feasibility, planning and disposal alongside supporting Places joint venture partners in the safe delivery of residential and commercial schemes. This ensures the infrastructure protection requirements are embedded early within engineering scheme development alongside legal and commercial agreements reducing risk to the transport assets and operations are minimised.

Claire also supports TfL consulting as an infrastructure protection subject matter expert, and has recently supported Transport Infrastructure Ireland on the proposed Metrolink scheme in Dublin.

Claire Hunford

Claire has worked in the construction industry for 20 years, and currently leads the building services team (electrical, fire and mechanical) within Places for London, which is TfL’s commercial entity.

Claire is an Electrical Engineer, and a member of the Institute of Engineering and Technology (IET), who has worked within the highways and rail sector for the duration of her career.

Claire started her career working with utilities providers, designing lighting for existing and new road and motorway schemes in Kent. Claire worked with a large highways contractor, before moving to work with a rail consultant undertaking electrical design and installation works on London Underground station upgrade projects, before joining TfL in 2014.

Claire’s building services team at Places for London are responsible for the delivery of technical scopes, specifications, and designs for engineering works across TfL’s non-operational estate. They also provide and manage the technical assurance process and interfaces with the transport operations and operational assets.
Working with a large number of engineering teams, internal and external stakeholders, Claire and her team focus on delivering engineering excellence with a focus on safety and compliance within a railway environment.
