Overview

Delivery models are revolutionising the way infrastructure is delivered in the UK. Traditional approaches are being replaced by more collaborative and integrated methods, driven by the need to improve efficiency, reduce costs, and increase innovation in infrastructure projects.

One such delivery model is Project 13, developed by the Institution of Civil Engineers (ICE). Project 13 aims to create a more integrated and collaborative approach to infrastructure delivery, with a focus on long-term value and outcomes. By bringing together clients, suppliers, and other stakeholders in a more collaborative way, Project 13 and other delivery models like it are transforming the way infrastructure is delivered in the UK.

Our upcoming event features 1.5 hours of content centred around the theme of ‘Reimagining Delivery Models: A Panel Discussion on the Future of Project 13 and Beyond’. The event will commence with brief presentations from 2-3 experts, who will share insights on how collaborative delivery models are influencing project costs, efficiency, and productivity, ultimately contributing to the delivery of better value for money.
 
Following the presentations, three additional experts will join the presenters and chair in an interactive Q&A panel. During this session, the chair and audience will have the opportunity to pose questions and explore the work, challenges, and best practices of the panellists in greater depth.

Join us as we explore how delivery models can be reimagined and rethought to create a more efficient, cost-effective, and innovative approach to infrastructure delivery.

Julio has guided large infrastructure organisation in designing purpose driven delivery models and procurement routes to maximise the value chain, improve performance, and enhance efficiencies, thereby cultivating high-performing and collaborative teams. He is passionate about exploring innovative delivery models that promote integrated approaches and foster early collaborative partnerships with the supply chain, creating a win-win environment for all project stakeholders.

Florence is a director at Deloitte specialising in infrastructure and capital projects delivery with a career spanning over 23 years in asset management and capital projects delivery, advisory and assurance. 

She has supported a diverse range of infrastructure clients to make informed decisions around how they can better manage and invest in their infrastructure assets and maximise value from underperforming portfolio. Her area of expertise includes delivery models, intelligent client deployment, cost efficiency and recovery of troubled projects. She has worked with clients in both public and private sectors enabling change that has helped drive forward the agenda on sustainability, affordability and performance improvements.

Florence also sits on the Infrastructure Client Group Project 13 Suppliers Engagement Group and has published global artefacts on cost efficiency and delivery models.

Richard Lennard

Richard is an executive leader in the New Hospital Programmes, which aims to deliver 40+ new hospitals in England by 2030, representing a £20 billion investment in new hospital infrastructure. Previously, he was responsible for successfully delivering Sellafield Ltd's £7bn+ Project 13 Programme and Project Partnership (PPP). As head of commercial, he led the acquisition and implementation of a strategic programme and project partner model to revolutionise Sellafield's capital project delivery for the next 20 years and beyond.
 
Sellafield required exceptional leadership in strategic vision, risk management, financial stewardship, and performance optimisation. Richard ensured alignment between Sellafield's long-term goals and short-term deliverables while fostering collaboration among the PPP partners. His expertise in stakeholder management and regulatory compliance was instrumental in delivering a clean and safe environment for future generations.

He is also an active member of the Project 13 community, in which he drives best practises supporting other organisations to deliver better outcomes.

Liz Baldwin

Liz is the director of the Southern Integrated Delivery (SID) as part of the Southern Renewals Enterprise, responsible to deliver Network Rail’s Southern region’s renewals portfolio for the next ten years.

A Fellow of the ICE and a project management professional, Liz has over 25 years of experience in engineering and construction. Her background as an army officer in the Corps of Royal Engineers has provided her with a strong foundation for delivering projects across various sectors, including transport and highways schemes, where she led a local authority project delivery team. Liz has also led major multi-disciplinary infrastructure projects in the rail sector, both as a contractor and consultant, incorporating delivery models and Project 13 principles.

Before joining the Southern Integrated Delivery Alliance, Liz served as the alliance manager on the Wessex Capacity Alliance, a £450m rail infrastructure project, where she developed a passion for collaboration. Her tenure at Mott MacDonald as a project director involved working on HS2 and Crossrail 2, and she also held the role of principal account leader for the 140-strong foundations and geotechnics within the metros and civil division.

Most recently, she served as the managing director for the highways and intelligent transport systems division before assuming the role of SID director. Additionally, Liz is a supervising civil engineer, a Women in Rail mentor, and has led Mott MacDonald’s Armed Forces initiative. Her contributions have been recognised through nominations for Mentor of the Year 2022 at the Women in Construction and Engineering Awards, as well as for the 2024 Ex-forces in Business Awards for outstanding contribution.
