14th Brunel International Lecture Series: Closing lecture, East Asia

Overview

On 9 July, the 14th Brunel International Lecture Series will touch down in East Asia for the final leg of its global tour.

Over the past 18 months, the series has shone a spotlight on equitable, sustainable and resilient infrastructure challenges around the world and how the engineering community can help to address them.

In each geographical region, high-profile leaders have explored the practical engineering issues involved in tackling climate change at a local level – from resilience planning in Central America to future-proofing in Australasia.

The concluding lecture – which will take place in Hong Kong – will examine the challenges involved in financing sustainable infrastructure projects in East Asia and the opportunities for securing investment and government funding.

It will also explore how risk assessment and mitigation can help to make sustainable projects more attractive to financiers and investors.

David Porter

David Porter is vice president of the Institution of Civil Engineers (ICE) and, subject to interim annual election by Council, will become ICE President in November 2025. As vice president he has responsibility for the ICE’s Learning Society activity.

Porter is director of engineering for the Department for Infrastructure (DfI) in its Transport and Road Asset Management core group, which is the roads authority for Northern Ireland. In this position, he is chief highways engineer and head of the civil engineering profession in the Northern Ireland civil service.

Previously, Porter was chief executive of the Rivers Agency, the flood defence and drainage authority for Northern Ireland.

He is a chartered civil engineer and an ICE Fellow. He has served on the ICE Council and on numerous other committees and panels.

Prof Christine Loh

Christine Loh is chief development strategist at the Institute for the Environment, Hong Kong University of Science and Technology. Previously, she served as under-secretary for the environment in the Hong Kong government, special consultant to the chief executive on the mainland’s ecological civilisation policy, and as a legislator. 

Active in public policy and politics since the 1980s, Loh founded and was chief executive of a non-profit think tank. She is a published author of academic and popular works, and serves as a director on several local and international boards.

Ricky Lau

Ricky Lau is the Hong Kong government’s permanent secretary for development (works), overseeing public works policy and infrastructure development.

Formerly, Lau was director of civil engineering and development, with responsibility for the strategic planning and implementation of reclamation projects, new development areas and major infrastructure.

Lau joined the government as an assistant engineer in 1992, before working in Hong Kong’s highways department and development bureau, then moving to the civil engineering and development department in 2015.

Ronald Young is head of sustainable finance for Asia at Société Générale, based in Hong Kong. He is responsible for the origination and structuring of sustainable finance transactions and the development of innovative impact finance solutions across Asia.

Young has more than 17 years’ experience in structured finance and principal investing. He has also worked as an infrastructure developer across the renewable energy, infrastructure and natural resources sectors, covering the Asia Pacific region, the Americas, Europe and the Middle East. He holds bachelor’s degrees in economics and civil engineering, and a master’s degree in business law.

Prof Wei Pan

Wei Pan is head of the department of civil engineering at the University of Hong Kong, where he is also executive director of the Centre for Innovation in Construction and Infrastructure Development, and director of NetZeroLab and MiCLab.

Pan is a scholar in modular integrated construction (MiC) and sustainable construction engineering and management. He has attracted HK$120m research funding, authored 350 publications and is among the top 1% of scholars worldwide for citations. He is also editor-in-chief of ICE journal Engineering Sustainability.
