New framework for Flood Risk Managment, Cardiff

On 8 October the IPCC delivers their Special Report on Global Warming and it is likely that this will state that there is a very low probability that warming will be kept to 1.5 ºC. . At present some 860,000 homes in the UK are at risk of flooding (for > 1:75 year event) along with 2400 km of roads and 1100 schools.

. A temperature rise of 2 ºC could see this risk increase by 21%, 12% and 9% respectively by 2050 and 40 %, 41% and 32% by 2080. Whilst new investment in managing flood risk will inevitably be needed, this alone is unlikely to fully address the challenge. The question we need to answer is can we find a different way of approaching this challenge which incentivises all stakeholders to play their part and which releases all the tools in the flood risk management toolbox?

This presentation sets out a new flexible framework for flood risk management that can foster collaboration and better address the legacy issues from the Pitt Review and the 2017 EFRA Select Committee Report on the Future Flood Prevention. It takes a radical approach by placing the public and local business at the heart of FRM and explores the benefits that wider participation might bring.
