Overview

Transport Scotland appointed Jacobs and AECOM to undertake the second Strategic Transport Projects Review (STPR2). This strategic review provided recommendations to Scottish Ministers on future transport investment in Scotland focused on themes of economic prosperity, equality, health and wellbeing and climate action. This second review was conducted over a three year period, with an interim deliverable to address the COVID-19 recoverable period.

This presentation will present details of how Transport Scotland successfully delivered a national transport review by developing a regional approach to identify the varying transport needs, but within the overall context of delivering against the priorities of the 2nd National Transport Strategy.

Stuart Turnbull

Stuart leads the 100 strong transport planning team across Scotland and Ireland. He has extensive experience in leading complex high profile multi-discipline transport planning projects across Scotland and Ireland, including the original Strategic Transport Projects Review. He has regularly provided strategic advice and support to Transport Scotland and local authorities.

Stuart is Project Director on the 2nd Strategic Transport Projects Review, which has taken up much of his time in the three years.

Neil Halket

Neil Halket is a Director with AECOM and has been the Project Manager for STPR2 since inception in 2019. He has been actively involved in delivering a number of high profile and challenging transport projects in Scotland for Local, Regional and National clients.

As an active STAG practitioner since its conception, Neil is well known for developing robust evidence-based transport appraisals that help inform decision makers on key transport investments and wider environmental and societal outcomes.

He is also a Professional Review for the Chartered Transport Planning Professional qualification.

Paul Junik

Paul has over 25 years’ experience in transport planning having worked in local government, consultancy and for the last eight years for Transport Scotland. He was heavily involved in the Forth Crossing Replacement Study and the first Strategic Transport Projects Review published in 2008.

For the last three years, Paul had led the Transport Scotland team responsible for delivery of the 2nd Strategic Transport Projects Review.
