Overview

The 2025 Annual Reviewers Conference will be held on 21 March 2025 in London. The event will be live streamed for those overseas or unable to make it on the day.

The President and Director of Membership will each give a short presentation, there will be updates from the Professional Reviews Panel along with two interactive workshops and the opportunity to network.

Prof Jim Hall

The ICE’s 160th President, Jim Hall is professor of climate and environmental risks at the University of Oxford. He is internationally recognised for his research on risk analysis in water resource systems, flooding and coastal engineering, infrastructure systems and climate change adaptation.  

Hall is a member of the prime minister’s Council for Science and Technology and a commissioner on the National Infrastructure Commission (NIC). He also served on the adaptation committee of the independent Climate Change Committee from 2009 to 2019.  

Hall led the development of the national infrastructure systems model the NIC used in producing its first National Infrastructure Assessment. He invented the Data & Analytics Facility for National Infrastructure in 2017 and remains chair of its strategy board.  

Among his many accolades, Hall was awarded the ICE’s George Stephenson Medal in 2001 and the Prince Sultan Bin Abdulaziz International Prize for Water in 2018. He also contributed to the Fourth Assessment Report of the UN’s Intergovernmental Panel on Climate Change, which won the 2007 Nobel Peace Prize.

After a distinguished career in the British Army, which concluded as Commander British Gurkhas, Séan Harris joined ICE as director of membership in 2015, bringing leadership, planning, and financial experience to the role. Séan is guided by a core principle of growing a diverse, broad, and professionally qualified membership.

By helping individuals to realise their potential and supporting employers in professionally developing their workforce, he believes that the Institution of Civil Engineers can play a powerful role in meeting the existential challenges of climate change and assuring society that its engineers are credible, current and competent. In 2023, he was also appointed deputy director general and secretary of the institution.

Professor Amanda Kirby

Amanda is the founder and CEO of Do-IT Solutions, a globally recognised tech-for-good company specialising in neurodiversity screening and support tools for education and employment. She is an emeritus professor at the University of South Wales, honorary professor at Cardiff University, and Visiting Professor at Trinity College Dublin. With more than 20 years of clinical and research experience in neurodiversity, Amanda has authored 10 books and over 100 research papers. Her 2021 book, Neurodiversity at Work, won the EDI Business Book Award, and has been Chair of the ADHD Foundation and contributor to global standards, such as BSI’s Design for the Mind guidelines. She is currently writing her 11th book on Neurodiversity and Parenting. Amanda is a LinkedIn Top Voice with 169,000+ followers and a parent and grandparent of neurodivergent individuals and has a weekly subscriber based to her Neurodiversity 101 newsletter of 162,000+. Her passion remains championing neurodiverse talent and creating inclusive workplaces.

Rachel Skinner CBE

Rachel Skinner is UK Director of Government Relations & Corporate Responsibility and is a member of the WSP UK Senior Leadership Team.  

In 2020-21, Rachel served as the 156th President of the Institution of Civil Engineers (ICE) and she is a Patron of Women in Transport (a not-for-profit), having been one of its founding board members since 2005.  

She is a Fellow of the Royal Academy of Engineering, a chartered engineer and a chartered transport planner. She holds honorary doctorates from the University of Exeter for services to engineering and the University of Leeds for services to transport, engineering and industry diversity. She is also an honorary fellow of the Society for the Environment.  

Rachel was awarded a CBE for services to infrastructure in the 2022 New Year Honours list.  

At present, Rachel chairs the Climate Task Group of the Infrastructure Client Group (ICG) and the ICE’s Decarbonisation Advisory Board. She chaired the UK Department for Transport Taskforce on employment and skills until July 2024. She also served two years as an Infrastructure Commissioner for Scotland from late 2018.
