The Cardiff Coastal Defence scheme is located in south east Cardiff, extending from the Dwr Cymru Welsh Water defences to the west of the Rhymney River, and along the western bank of the River Rhymney to the railway bridge. The scheme comprises the addition of rock armour, sheet piling, erosion protection and embankment raising to manage flood and erosion risk to people, property and key infrastructure.
Much of the coastline across the project area is eroding and with predicted sea level rise due to climate change, the flood and erosion risk will increase into the future. The proposed scheme will manage flood risk to 2,326 residential and 204 non-residential properties over 100 years, including the Rover Way Travellers’ Site, as well as preventing the loss of key strategic highway infrastructure and the erosion of historical landfill material.
Due to the scale and location of the project and international designations, an Environmental Impact Assessment (EIA), Habitat Regulations Assessment (HRA), Marine Licence, Planning Consent and a Flood Risk Activity Permit were all required. , Due to the outcome of the HRA the project progressed via an IROPI (Imperative Reasons of Overriding Public Importance).
This presentation will be delivered by JBA Consulting, who have been the designers on the scheme throughout, from feasibility through to detailed design and now construction support. The presentation will provide an overview of the scheme, covering topics including engineering design, environmental appraisal and consenting, geomorphology, and hydraulic modelling.
The scheme is currently under construction.

Jonathan is a chartered civil engineer with experience as a consultant, contractor and academic. With over seven years of professional experience, he has worked on a range of fluvial and coastal schemes as an engineer, project manager and hydraulic modeller, as well as commercial building construction.
Jonathan is the team leader for the JBA Consulting Newport and Exeter engineering teams, and the current JBA Project Manager for the Cardiff Coastal Defence scheme.

Anne-Marie has over 20 years’ experience in the field of flood and coastal erosion risk management (FCERM).
With a passion for FCERM, Anne-Marie has led a range of schemes at different stages of development, from feasibility through to construction, and has developed a broad understanding of the processes involved whilst specialising in coastal processes, economic appraisal and option appraisal.
Anne-Marie is an elected member of Welsh Governments Flood and Coastal Erosion Committee, advising Welsh Ministers on FCERM policy.
