Construction has been one of the key sectors underpinning the growth of Hong Kong over the past few decades. The industry has seen multiple opportunities in developing infrastructure projects under the Northern Metropolis and Central Waters initiatives. With more mega-projects to be carried out, a large number of construction professionals and labour are required. Meanwhile, due to the large number of personnel, the subcontracting system and the complex work procedures involved, the construction industry is, by its nature, prone to corruption.
According to ICAC statistics, corruption complaints related to the construction industry account for up to 10% of the private sector complaints received by the ICAC each year. Corruption may contribute to an increase in substandard works, which eventually would put safety of the public at risk. Unnecessary cost and time overruns would result from any remedial works that follow.
ICE Members, especially for young engineers, are expected to maintain a high standard of ethics in their professional practice. As ethics serves as one of the seven attributes of the Chartered Professional Review (CPR), candidates preparing for the CPR would benefit from this webinar.
Representatives from the Hong Kong Business Ethics Development Centre (HKBEDC), Independent Commission Against Corruption (ICAC) will be sharing on professional ethics and corruption offences. Participants would learn more about the Prevention of Bribery Ordinance and relevant regulations, as well as the importance of abiding by the law and practising ‘zero tolerance to corruption’.
