This presentation will showcase the CVL Transformation Programme. Dan Tipper will detail major infrastructure upgrades, including signaling, track improvements, station enhancements, and, crucially, the implementation of "Smart Electrification." This discontinuous electrification approach, combined with the deployment of two new fleets of rolling stock – Tri-Mode (electric, battery, and diesel) and Tram-Train (electric and battery) vehicles – is key to minimizing costly and disruptive civil works.
The presentation provides a visual overview of the extensive infrastructure within the Valleys, illustrated with maps showing the planned service improvements and construction progress. A deep dive into "Smart Electrification" will explain the technical complexities of selectively powering track sections, demonstrating how this strategy, in conjunction with advanced battery technology, optimizes energy usage, reduces infrastructure needs, and accelerates project delivery. The presentation will also feature the new rolling stock, discussing operational aspects and battery capabilities, preparing for future on-street running phases of the Metro.
Ken Skates MS, Welsh Government Cabinet Secretary for Transport and North Wales, will give a keynote address/ministerial statement on current transport issues in Wales.
The Welsh Government has led the way internationally in respect of progressive climate and social policy, enshrining in law the need to protect future generations through the Wellbeing of Future Generations Act and Senedd Cymru were the first parliament in the world to declare a climate emergency in April 2019.
The Welsh Government continues to display forward-thinking ambition, particularly within the transport sector. The publication of many notable commitments and strategies in Wales includes the Llywodraeth Cymru (Welsh Government) Roads Review.
Now three years on from the Roads Review and in light of the updated version of WelTAG, there is increasing experience applying this in practice. This includes a number of cases where local authorities have returned to the drawing board to identify new options at locations where previous road solutions were cancelled.

Ken Skates was born in 1976 in Wrexham, educated at Mold Alun School and went on to study Social and Political Science at Cambridge University.
Professional background is as follows:
Ken was previously a journalist at the Wrexham Leader newspaper, and a PA to Mark Tami MP.
In 2008, he was elected a community councillor. Ken’s policy interests include manufacturing, mental health, sport and leisure, eliminating poverty and political economy.
Ken was appointed to the Welsh Government as Deputy Minister for Skills and Technology in 2011. He was then appointed Deputy Minister for Culture, Sport and Tourism in 2014 and promoted to Cabinet Secretary for Economy and Infrastructure in May 2016. Ken was appointed Cabinet Secretary for North Wales and Transport on 21 March 2024, and re-appointed as Cabinet Secretary for Transport and North Wales on 11 September 2024.

Dan’s leads TfW’s Infrastructure Directorate focusing on the management, integration and enhancement of the Core Valley Lines (CVL) as well as delivering Transport Projects throughout Wales to support TfW’s wider objective of delivering an integrated transport network for Wales across multiple modes. In addition, Dan leads the CVL Infrastructure Asset Management as well as the entry into service of the Integrated Rail System - the CVL rolling stock fleets and Infrastructure.
The transformation of the Core Valley Lines is an important part of the development of the South Wales Metro and presents a once in a lifetime opportunity to transform the way people live and work in the area. Dan’s role is key to bringing together all the moving parts of this complex system. The Infrastructure Directorate is responsible for the construction, commissioning and operation of the CVL Transformation to provide the customer experience Metro will create.
The Infrastructure Directorate recognises the growth in TfW’s responsibilities for assets as well as the ongoing importance of transformational build projects. Whilst the CVL Programme remains the most significant current build, it sits within a much wider strategic remit, with a focus on:
Dan has worked in the rail industry since 2002 with Balfour Beatty, Network Rail and Amey Rail, prior to joining TFW. Throughout his career, Dan has managed the delivery of complex and varied Major Infrastructure projects across the UK.
