Although perhaps not the first thing that may come to mind when practicing civil engineering, ethics is an integral part of what we do and defines who we are.
The topic of ethics for all practicing civil engineers has become more pronounced and indeed more important. Unfortunately, ethics tends to be overlooked by many and treated almost as a bolt on to how we behave and work, when it should really be core.
To highlight the importance of ethics in practice and the challenges that civil engineers face, the ICE in collaboration with the American Society of Civil Engineers (ASCE) in the UK are hosting a joint meeting at which the topic will be discussed.
Tara Hoke, General Counsel for the American Society of Civil Engineers (ASCE), will deliver an address on the ASCE’s Code of Ethics.
Following her presentation, a panel discussion will take place featuring members of the ICE Ethics Committee. The panel will explore the ICE's Advice on Ethical Conduct and engage in a group discussion to consider the ethical dilemmas faced by engineers in both the UK and the US.

First adopted in 1914, the ASCE Code of Ethics is the model for professional conduct for ASCE members.
The purpose of the ‘Advice on Ethical Conduct’ is to give members further advice and information about particular areas of professional practice that the Institution would like its members to follow in order to behave ethically.

Tara Hoke is the General Counsel at ASCE and a member of the Virginia bar. Her responsibilities for ASCE include legal consultation in the areas of employment, tax, corporate, contract, antitrust, and intellectual property law.
Ms. Hoke oversees ASCE's professional conduct committee, and writes a monthly column, A Question of Ethics, which is published in Civil Engineering magazine. Tara serves as Secretary for the Committee on Publication Ethics, a UK-based nonprofit established to provide guidance to journal editors and publishers on publication ethics.

Ian is the current UK president of the American Society of Civil Engineers and liveryman of the Worshipful Company of Engineers. He is also a reviewer of candidates for CPR & IPR and a Policy Fellow at the ICE.
His recent experience has been in renewable energy, working for EDF Renewables on a variety of projects including Battery Storage, solar, and on and offshore wind turbines. Ian worked at EDF for twelve years where in addition to working on renewables, he was the Fleet Civil Engineer for EDF thermal generation. Prior to EDF Ian was working on several energy related projects including underground gas storage and transmission.
Ian is an accredited storage tank inspector working within Nuclear and petrochemicals.
Ian is a former director of the Engineering Equipment and Materials Association and a former chair of the Civil Engineering Advisory Board for GENSIP (Coal Generators Safety & Integrity Programme).

Richard is the Chair the ICE Ethics Committee and currently the ICE Trustee responsible for ethics. Richard’s civil engineering career comprises senior roles as a contractor, consultant and client. He has also studied law and was Chair of the Society of Construction Law in 2003/4. He is one of four civil engineers who have been made Honorary Members of the society. In 2006 he was appointed to the construction minister’s sounding board of six, chaired by the late Sir Michael Latham, which advised on proposed changes to UK construction legislation.
His early career began with Costain working on major projects including the Thames Barrier. The latter part of his career has involved working with large client organisations including Honda, UCL, New College Oxford, and the Church Commissioners. These client leadership roles have subsequently attracted peer awards for successful project delivery. The client role has majored on establishing a positive project culture, clear project governance and pro-active risk management processes. Richard occasionally lectures and writes about client leadership, including methods such as early warnings and conflict avoidance strategies to establish a true collaborative culture.
Richard often acts as an independent project advisor providing a second opinion or peer review on the status of a project. Sometimes this may be formalised into an Adjudicator’s Decision. Frequently such advice is obtained to avoid a formal dispute. Richard was previously appointed to dispute panels for Terminal 5 and the London 2012 Olympics.

Francis Kwateng is a member of the Institution of Civil Engineers and has over 20 years UK construction industry experience, mainly in Temporary Works. He has worked as part of several engineering teams for leading building and civil engineering contractors including Costain, Morgan Sindall and Barhale Plc. His CV includes major tunnelling projects such as Tideway Tunnel, Optimise JV partnership, AX4 and AMP water schemes. He has significant experience in building and civils structures in both the public and private sectors.
Francis is currently the head of temporary works for EQUANS UK and also a designated individual and is responsible for the technical delivery and management of temporary works across the business.
Francis is also a former chair of the Cheshire branch of the Institution of Civil Engineers and works with the Northwest region in supporting and promoting engineering. He also chairs the Independent Advisory Group for Cheshire Constabulary and chair of governors of a local primary school.
He is a member of the Temporary Works Forum and contributes to the work of various sub committees.
As a STEM and Construction Ambassador, he is keen to promote the development and support of young people in the field of STEM and wants to work with others in the industry to drive towards a much more sustainable industry and one that truly values its talent. He is keen to ensure that the principles of ethics are observed across the world of engineering.
