Overview

The City of Toronto’s Basement Flooding Protection Program (BFPP) was initiated in response to the increasing frequency and intensity of extreme weather events, which have placed significant strain on the city’s aging stormwater and wastewater infrastructure. As climate change drives more intense rainfall, the risk of basement flooding has grown.

To combat this, the BFPP implements a comprehensive suite of structural solutions. These include upsizing storm and sanitary sewers, constructing underground stormwater storage tanks, and installing inlet control devices to manage surface runoff. Additionally, key infrastructure elements such as reinforced concrete outfalls, engineered headwalls, and custom-designed maintenance holes are constructed to improve flow control, durability, and access for maintenance. Guided by detailed Environmental Assessment studies, these upgrades are prioritised in high-risk areas to build a more resilient and adaptive urban drainage system.

Tazrian Hassan

Tazrian graduated from Ryerson University in 2022 with a degree in Civil Engineering. During his undergraduate career Tazrian was involved within many student groups which included the Civil Engineering Course Union, Concrete Toboggan Team and TimberFever. He completed a 16-month internship with GFL Infrastructure as a Project Coordinator. After graduation, Tazrian joined WSP’s Water/Wastewater group as a Designer, and has been involved with various design and construction assignments within the Basement Flooding Protection Program.
