Overview
Nearly 7 years have passed since the Welsh Government introduced The Active Travel (Wales) Act 2013. This ground-breaking piece of legislation was drafted with the intention of encouraging and facilitating modal transfer. That is to say, the intention was (and remains) to persuade people to leave their private cars at home and instead to walk or cycle when making shorter journeys to schools, colleges, places of work and/or to community facilities (or to stations where longer journeys might be made using public transport).
Several complementary pieces of legislation have been introduced since then but the number of journeys made on foot or by cycle remains disappointingly low. This paper/webinar reflects on the latest guidance (recently published in Wales for public consultation purposes) and on why this might be.
