This event is jointly organised by ICE Wales Cymru Transportation Engineering Group (TEG), CILT, CIHT and Cardiff University.

The Welsh Government has employed key transport modelling consultants, Paul Chase - Mott MacDonald and Andrew Bamforth - Arup, who will talk about the design and operation of the South East Wales Transport Model.


Paul Chase is a Principal Transport Planner based in Mott MacDonald’s Cardiff office, with more than 12 years’ experience in using transport models as a tool for developing business cases for public transport and highway investments. Schemes have ranged in size from major city-wide investments in bus rapid transit to new rail stations, rail service enhancements, and highway congestion pinch-point schemes. Paul has worked on behalf of a wide range of public sector clients including local authorities, Local Enterprise Partnerships (LEP), Highways England, and devolved UK governments in Northern Ireland and Wales. Paul appreciates the entire scheme appraisal process, recognising the importance of establishing a clear set of objectives for intervention, defining scenarios, and producing a compelling case for investment structured around the five case model.

Andrew Bamforth is an Associate Director within Arup’s Transport Consulting business. He has 20 years of experience in the development of strategic transport models for a wide range of clients. Andrew has significant experience in working with and providing advice to government, business and regulators in terms of the development and application of transport models and has led a number of significant projects in this discipline. Andrew was part of the team that delivered the innovative Regional Transport Models for Highways England as well as delivered transport models and scheme appraisals for complex infrastructure projects such as the M6 J13-15 Smart Motorway also for Highways England. Andrew was responsible for the delivery of the highway model and matrix building workstreams for the South East Wales Transport Model.
