‘Pay when paid’ issues and disputes arising from delayed payment have long existed in Hong Kong's construction industry. Due to lengthy dispute resolution procedures, the industry has witnessed adversarial working relationships and unhealthy cash flow throughout the supply chain.
To ensure that project stakeholders are paid in a timely manner, the Construction Industry Security of Payment Ordinance was officially passed and will come into effect in August 2025. The Ordinance would enhance contractual payment terms, dispute resolution mechanisms, and privileges for unpaid parties.
ICE HKA G&S and YEAHK will co-organise the joint webinar on the Construction Industry Security of Payment Ordinance. Experienced specialists in dispute resolution and project management will provide an overview of the new legislation, as well as discuss its benefits and impact on the construction industry.

Mr John Lau is seasoned project manager and a Chartered Civil and Structural Engineer with over two decades of experience in project management, design and construction management of various building and civil engineering projects in Hong Kong and overseas. He is a fellow of Engineers Australia (FIEAust), the Institution of Civil Engineers (FICE), and the Royal Institution of Chartered Surveyors (FRICS).
He holds two master degrees in law; and is keen on promoting alternative dispute resolution within the construction industry. He is a fellow with both the Chartered institution of Arbitrators (FCIArb), and the Asian Institute of Alternative Dispute Resolution (FAiADR). He is an accredited mediator, an adjudicator and an arbitrator who is on the panels of various leading alternative dispute resolution bodies, including HKIAC, HKIE, AIAC and THAC.

Mr Albert Yeu is a Chartered civil engineer and Chartered surveyor with over 20 years construction and dispute resolution experience in Hong Kong, Malaysia and Australia. His construction experiences include design and construction of tunnel, bridge, highway, waterworks and flood prevention scheme in Hong Kong.
He was involved in a variety of works, such as the Hong Kong-Zhuhai-Macao Bridge, urban trunk sewerage system, major flood prevention projects, strategic new town development infrastructure projects, urban drainage improvement works, consultancy procurement and tendering on a variety of construction contracts.
