Book nowFellowship is the highest grade of membership offered by ICE and is a professional accolade highly respected around the world, yet only six percent of current ICE Fellows are women; a statistic that the ICE aims to increase.
ICE Connects has set itself ambitious targets to increase FICE applications from women in the profession, and since forming in 2023, has seen a 50% increase on 2022 figures.
This hybrid event, delivered by ICE regions, is being held in 13 locations across the UK, South Africa, Dubai, the Americas and India, as well as online, to allow women and industry allies to unite and explore the importance of diversity across Fellowship.
Hosted by Michѐle Dix FICE, a high-profile panel will broadcast online to attendees around the world. The panel includes Tensar chief civil engineer, Chaido “Yuli” Doulala-Rigby, and Tideway CEO, Andy Mitchell, both advocating for women in infrastructure.
This event is open to all, primarily those considering ICE Fellowship and current Fellows interested in becoming more involved in the process through mentoring or sponsoring an applicant.

Dr Michѐle Dix CBE FICE has 47 years’ experience in transport in the public and private sector. At Transport for London she developed and delivered the Central London Congestion Charging Scheme with her job share partner. As the managing director for planning she was responsible for London wide strategies and policies and developing major schemes. Most recently she was the managing director of Crossrail 2.
Today Michѐle is a non-executive director of the Major Projects Association, a non-exec on Crossrail International, a visiting professor at UCL, programme board member for the restoration and renewal of the Houses of Parliament and an ICE Policy Fellow. Michѐle is chair of the ICE Connects: Women in Fellowship focus group and was appointed a UK Infrastructure Commissioner in 2023.
Tideway

Andy was previously programme director and board member at Crossrail. Andy has managed a number of high-profile projects both in the United Kingdom and overseas.
After 12 years working in the United Arab Emirates, France, and South Africa and on major developments such as Hong Kong Airport and the Hong Kong West Rail, he joined Network Rail in 2001.
He was project director for Network Rail’s Southern Power Upgrade project and was also the major programme director of the Thameslink Programme.
Andy is a fellow of the Institution of Civil Engineers, a Fellow of the Royal Academy of Engineering, former Chair of the Infrastructure Industry Innovation Platform (i3P), and the Infrastructure Client Group (ICG) and since 2018 has been co-chair of the Construction Leadership Council (CLC). He was awarded the CBE for his services to civil engineering.
Tensar International
Chief Civil Engineer
Yuli is the chief civil engineer for Tensar International, which is globally renowned for inventing polymeric soil reinforcing and stabilising geogrids.
After ten years working in Hong Kong as a geotechnical engineer, she returned to the UK and joined Tensar, maintaining overall responsibility of their Eastern Hemisphere Design Team for more than a decade.
More recently, whilst still involved in delivering training, project risk management and high-level advice on scheme feasibility studies, she has diverted her focus largely towards Business Development and educating the industry globally on the benefits of geosynthetics in construction.
