Overview

Join ICE members from across north Wales at the annual general meeting of the north Wales Branch.

It will be an opportunity to network with members in a lovely setting at the Imperial Hotel, Llandudno.

Hear from the outgoing chair, Andrew Basford about his key thoughts together with his messages from his year as chair.

From the incoming chair – Stella Brookes, we will hear about Stella’s plans for her term as chair.

ICE director general, Dr Janet Young CBE FICE, will share her thoughts on the ICE Strategy. This section will be a ‘round table’ style discussion and chance to input on the strategy for the next 5 years.

Janet Young

Dr Janet Young joined the ICE as director general and secretary in January 2023.

She has extensive experience in the built environment sector, having most recently worked in the Cabinet Office where she was head of the Government Property Profession, leading the profession and driving the agenda for the property and estates function.

She has also been global director of estates for the British Council, director of estates for the Ministry of Justice, and head of asset management in the Foreign and Commonwealth Office.

She is a Major Projects Leadership Academy graduate of the Saïd Business School, and a Fellow of the Institution of Civil Engineers, Institution of Royal Engineers, and Royal Institution of Chartered Surveyors.

Her PhD, Towards Zero Energy Buildings, looked at the challenges and solutions for low carbon and energy developments.

Stella has been an ICE member since 2015 when she gained EngTech membership. Stella joined the ICE Graduate, Student and Technicians Committee in 2018 and is a proactive and enthusiastic member.

Stella has more than 15 years’ experience working in civil engineering. She works as a Civil Engineer for Binnies UK Ltd, predominantly on wastewater treatment works. Previously, Stella has worked for local government, with experience in asset management, highways maintenance, site management, as well as surface and foul water drainage design. Stella completed a BEng Civil Engineering with a First Class (Hons) at the University of Bolton in 2018 and continued to complete an MSc Civil Engineering in 2021, also at University of Bolton. Stella is now working towards gaining Chartership.

Andrew Basford

Andrew is a civil engineering project manager working for Natural Resources Wales.

Andrew is an incorporated engineer with over 12 years’ experience in the water engineering industry. Responsible for the delivery of the Llyn Tegid project, Andrew leads the ongoing engagement with stakeholders and is focused on certification of the works by qualified civil engineer, Dr Andy Hughes appointed under the Reservoirs Act. Andrew has worked on reservoir engineering projects since 2017.
