Overview

An opening address from Dr Janet Young (ICE director general) and Olivia Perkins (managing director for rail at Morgan Sindall) will set out the impact for projects like the Northumberland Line at regional and national levels, highlighting the role of ICE and it’s members in major infrastructure projects. 

The technical presentation delivered by Tony Lloyd will explain the journey that the Northumberland Line has been on, from early business case and demand studies, through to the line re-opening on 15 December 2024. He will share their experiences of how various challenges were overcome to deliver a transformational outcome for the communities in South East Northumberland. The presentation will include:

  • An introduction to the project, its history and the overall outcomes that it aimed to achieve.
  • How the project has been developed, and the ultimate delivery model.
  • The development of the design and considerations linking to local communities and stakeholder requirements.
  • Specific technical challenges that have been overcome, including the approach to addressing legacy mine workings.
  • Details of the construction approach and how local communities were impacted and engaged throughout the construction delivery.
  • Wider benefits and additional social value generated by the project.
  • Commissioning and entry into service and the next stages of the project.

There will also be an opportunity to view the Connecting Communities Northumberland Line Photographic Journey exhibition curated by Morgan Sindall Infrastructure. The exhibition celebrates the historic achievement of reopening the Northumberland Line, which will help connect people, places and communities through innovation and responsible infrastructure. You can discover the history, development, challenges and milestones of the project in a photographic context.

Janet Young

Dr Janet Young joined the ICE as director general and secretary in January 2023.

She has extensive experience in the built environment sector, having most recently worked in the Cabinet Office where she was head of the Government Property Profession, leading the profession and driving the agenda for the property and estates function.

She has also been global director of estates for the British Council, director of estates for the Ministry of Justice, and head of asset management in the Foreign and Commonwealth Office.

She is a Major Projects Leadership Academy graduate of the Saïd Business School, and a Fellow of the Institution of Civil Engineers, Institution of Royal Engineers, and Royal Institution of Chartered Surveyors.

Her PhD, Towards Zero Energy Buildings, looked at the challenges and solutions for low carbon and energy developments.

Olivia Perkins

After graduating from Loughborough University, Olivia joined Kier Group, working on major infrastructure projects including Crossrail, High Speed 2 and the Luton DART.

Olivia joined Morgan Sindall Infrastructure in 2021. She was appointed managing director for the rail business in July 2022 with oversight of projects being delivered across the UK, primarily with Network Rail and Transport for London.

Olivia was awarded the James Rennie Medal in 2016. She is passionate about supporting others in their professional development.

Tony Lloyd

Tony is a project manager at Morgan Sindall Infrastructure with over 15 years’ construction and design experience within transportation infrastructure.

Tony has worked on a range of rail infrastructure projects around the UK with the majority of his experience being in the construction and delivery of major rail schemes including station, depots and line of route upgrades.

Tony has had a leading role in the delivery of the Northumberland Line where he has been responsible for the delivery of new stations and coordination with the AECOM design team. He is a Chartered Civil Engineer and has recently completed an MBA at Newcastle University.
