ICE Council elects new Trustee Board members for 2022-23 session

Three new members have been chosen for ICE’s Trustee Board for the 2022-23 session, with David Porter as a succeeding vice president.

ICE is pleased to welcome three new members to the ICE Trustee Board for the 2022/23 presidential year from November.

They are Ed Bingham, Matt Colton and Julie Wood. They also approved a further three-year term for trustee Liz Waugh.

They join current Trustee Board members Anusha Shah, Professor Jim Hall, Dr Sabih Khisaf, Jonathan Spruce and Paula McMahon, and will work with incoming President Keith Howells.

This year, ICE’s voting members will directly elect the final member to the Trustee Board for the 2022-23 session. Voting shall take place in the ICE Ballot, which opens in June 2022.

Presidential succession

The ICE Council has confirmed David Porter as ICE vice president from November 2022, with a view to become president of the institution in November 2025, subject to interim annual election by the council.

David Porter

Divisional roads manager, Department for Infrastructure

David Porter is currently the director of engineering with the Department for Infrastructure (DfI), which is the roads authority for Northern Ireland.

In this position, Porter is the chief highways engineer and the head of the civil engineering profession within the Northern Ireland civil service.

He’s responsible for the professional development of over 1800 staff, engineering policies and standards, health and safety, and leads the internal consultancy and Direct Labour Organisation.

Previously, Porter was the chief executive of Rivers Agency, the flood defence and drainage authority for Northern Ireland.

He also held the posts of director of development and director of operations with the agency.

Porter's a past chair of the Northern Ireland region of ICE, has had two three-year terms on the ICE Council as the Northern Ireland representative, and is currently a general member of the council.

He’s also served on numerous committees and panels, was a member of the Presidential Commission on ICE Governance (the Orr Review), chaired the member-led review of NOMCO, and is the chair of our Audit Committee and the Qualifications Panel.

Porter is also on the Committee of Management of the ICE Benevolent Fund.

Director, Management • Commercial • Engineering

Matt Colton is a chartered civil engineer, fellow of the ICE and Engineers Australia, and is currently in his second term on the ICE Council, representing Asia Pacific’s 14,000 members.

As a member of the council over the past five years, he’s worked with our institution’s international team developing opportunities to increase international membership by retaining existing members and attracting new members.

Colton works closely with other internationally reputable professional organisations to identify synergies and positively influence political vision to benefit our wider society.

Colton has been heavily involved with the ICE since 2010, when he reinvigorated the New South Wales’ (NSW) ICE Committee as chairperson.

As a result of this role, Colton brought governance, structure and improved opportunities for ICE NSW members and increased the active membership by re-aligning links with universities and establishing regular members events.

He was appointed as the ICE’s NSW representative in 2015.

During this time, he curated and delivered the ICE Asia Pacific Conference in 2018 as part of the ICE’s bicentenary celebrations in Sydney, with over 400 international attendees over two days, including the then ICE President Tim Broyd.

Colton promotes the ICE internationally and sits on a series of international expert panels including NEC Contract.

He’s been an ICE mentor and professional reviewer for the past eight years, promoting the importance of maintaining the institution’s professional standards and reputation as the premier international engineering and infrastructure professional qualifying body.

In 2017, Colton won the Warren Medal recognising his valuable service rendered to the NSW region.

Professionally Colton is the founding director of Management • Commercial • Engineering (MCE), a leading infrastructure advisory business based in Sydney established in 2014.

MCE has led the design, project delivery and commissioning of transport and social infrastructure in NSW for the past nearly nine years including Sydney Metro, Sydney, Parramatta, Newcastle Light Rail and Sydney Airport.

MCE’s team comprises of delivery directors, programme managers, engineering and design managers, systems and safety assurance, schedulers and planners, safety professionals and risk specialists in road, rail, light rail and airports.

Colton is a proud and passionate civil engineer and infrastructure professional who believes the profession is amazing, with varied career paths that allow engineers to construct interestingly complex infrastructure with an instrumental role in improving society.

Julie Wood BSc (Hons) CEng FICE FRICS FCIM HonFAPM

Julie Wood

Director, Arup

Julie Wood is an Arup director, fellow of the ICE, an honorary fellow of the Association of Project Management and honorary fellow of the Royal Institution of Chartered Surveyors.

Wood is an elected member of the ICE Council.

She has over 25 years of experience in the construction industry, much of this involved in the delivery of major complex projects.

These include projects such as the Glaxo Group Research Campus, McLaren HQ, The Francis Crick Institute, HS2 Euston Station and the Transpennine Upgrade Project.

Wood is also a liveryman with the Worshipful Company of Engineers and is a ‘freeman’ of the City of London.

Wood started her career as an apprentice and is passionate about social mobility and opportunity for all.

She is a keen landscape photographer, particularly long exposure shots. In fact, they’re so good, she’s still a practicing engineer.

Edward Bingham BEng (Hons) PGCert CEng FICE

Edward Bingham

Technical director, AECOM

Edward Bingham is currently technical director for AECOM as part of their roads sector.

He’s currently leading the M60 Manchester North West Quadrant project through stakeholder consultation and engagement stage as project director.

As part of the AECOM roads sector for the last 20 years, Bingham has delivered a number of significant and complex multidisciplinary infrastructure projects.

This includes a number of smart motorways and roads elements of HS2.

His current role will seek to draw on this extended and broad experience through the early development stages and stakeholder engagement.

As roads sector digital lead, Bingham also leads on digital innovation, development and continuous improvement in this field, aligned to his technical background.

Bingham was previously sector operation manager and held P&L responsibility for the North part of the roads business.

Bingham is a past chair of the ICE East Midland region and currently an East Midlands council member.

His experience as a practicing civil engineer is enhanced by his long involvement with the ICE at branch and regional level.

Within UKRAC, previously Fellowship Panel, Bingham currently sits on FARC, policy and external affairs and transport community advisory board (CAB) groups.

Liz Waugh BSc Hons, AMICE, MCIPR, MCI

Liz Waugh

Managing director of Coast Communications

Liz Waugh is a communications professional with over 25 years’ experience in industry and public sector.

She specialises in stakeholder engagement with critical infrastructure and crisis management.

She provides expert advice to public and private sector, including central government (Cabinet Office, BEIS, DoHSC, DCMS and Defra), Scottish and Welsh governments, as well as local authorities.

She’s currently an adviser to critical infrastructure portfolios totalling in excess of £18bn, including marine energy and renewables, battery storage, energy from waste projects, major road and rail schemes, and separate regeneration programmes for a district hospital and local authorities.

Waugh mentors engineers and speaks regularly at Women in Leadership and other fora to promote engineering and career progression.

She’s a member of the Great Western Railway Advisory Board, SW Infrastructure Panel, Governor (UK) to Association of Real Property and Infrastructure and NED to Secure Forests.

She previously chaired the Local Transport Board, BBC Audience (representing England) and was ex interim CEO of Heart of the South West LEP.

Waugh has acted as expert witness to several public inquiries on the impact of critical infrastructure on the tourism economy.

Waugh is the managing director of Coast Communications, a strategic technical communications agency based in Cornwall, London and Cardiff, with a roster of national and international clients.

In her (limited) spare time, Waugh enjoys walking in the Black Mountains with her dogs, paddleboarding on the coast and photography.
