There is an ICE Student Chapter at BINUS University. This active group organises site visits, and student members have the opportunity to present their final year papers to engineers as part of regular technical lecture evenings.

The ICE Student Chapter at BINUS University helps civil engineering students develop skills, knowledge and experience.
Members will get to attend civil engineering events, site visits and seminars run by industry professionals. They'll also have the opportunity to present their final paper in front of a group of professional civil engineers, will help them increase their confidence and get valuable experience.

David Meigh has been the Indonesian Representative for Indonesian ICE Association since 2022 and was the Association Chairman from 2018.
David Meigh is an experienced water resources, irrigation, flood management and hydraulic structures specialist who has carried out short technical inputs as well as led projects in Indonesia, Nepal, India, Vietnam, Philippines, Thailand, Pakistan, Hong Kong, PR China, Laos, Nigeria and the UK. His skills cover the fields of IWRM, river basin planning, flood risk management, bulk water studies for water supply, all aspects of irrigation development and management, dam planning and design, flood management and hydropower. A particular aspect of his career has been both mitigation and post recovery engineering from natural disasters including following tsunami and earthquakes, fluvial, pluvial and coastal flooding, droughts and water shortages, mudslides and erosion damage. In the last seven years he has been working on climate change resilience, irrigation modernization using real-time monitoring and operation and micro irrigation, and introducing NbS and SUDs.
David has worked on some 28 ADB and World Bank projects: including nine direct appointments as a staff consultant and 8 project preparation technical assistance projects (PPTAs) under consulting firms, as well as projects funded by EC, DFID, and UNDP. He has worked for some 36 years in the water sector in SE Asia.

The formation of an ICE Student Chapter at UCSI University Kuala Lumpur Campus is an important step in the developing the students to become well-rounded, professional engineers. S. Gandhi Suppiah CEng FICE is a Chartered Civil Engineer with over 25 years of international experience delivering complex infrastructure projects across the UK, Australia, and Southeast Asia, with a portfolio exceeding USD $10 billion. He has led major developments across the full project lifecycle in highways, urban transport, aviation, and sustainable cities.
As Managing Director and Regional Director for Southeast Asia, Gandhi brings a strategic and pragmatic leadership approach, underpinned by technical depth and a commitment to sustainable development. He currently serves as one of the lead advisor on Davao Public Transport Modernisation Project (DPTMP) in the Philippines, one of Southeast Asia’s largest public transport modernisation programmes funded by the ADB.
Since 2017, Gandhi has played a central role in growing ICE’s footprint in Malaysia. As ICE Malaysia Chair (2023–2025), he led the successful ICE Malaysia Conference 2025, initiated the Southeast Asia Speaker Tour, and strengthened policy-level engagement with ministries and local authorities. He actively supports collaboration with academic institutions, government stakeholders, and the industry to promote UK engineering excellence and shape the future of infrastructure across the region.

At the heart of our activities in Singapore are the volunteers who make up our local associations. The local association invites ICE members to meet regularly to exchange knowledge and ideas, visit interesting engineering sites and raise the profile of ICE and civil engineering within the area.

There are ICE members living in Brunei and working on a range of projects across the country.
Amer Hishamuddin is a Chartered Civil Engineer with over 35 years experience in infrastructure planning, design and construction supervision in areas such as in hydrology and flood mitigation, roads and bridges and water supply in Brunei Darussalam.
Some of his previous positions include senior roles in Drainage and Sewerage, Roads, Water Services and Housing Development. He was appointed as Director General of the Public Works Department and entrusted as Permanent Secretary (Infrastrucure, Housing and Professional) in the Ministry of Development, Brunei Darussalam.
He has wide experience in developing professional and technical human resources in the Ministry, as chairman of the Board of Architects, Professional Engineers and Quantity Surveyors and is also involved in the local engineering association PUJA (Brunei).

There are ICE members living in Vietnam and working on a range of projects across the country.
Paul Deasy is a Chartered Engineer with over 30 years of global experience in construction, engineering, and project delivery. He has led major infrastructure, residential, hospitality, and energy projects across Southeast Asia, the Middle East, Africa, and the U.S., working with top-tier clients including Hilton, Marriott, and Masterise.
Currently General Director at Meinhardt Vietnam, Paul specializes in strategic leadership, operational excellence, and quality management. He previously held senior QHSE roles at McConnell Dowell and Samsung C&T, driving ISO compliance and safety culture across regional operations.
Paul holds a BE in Civil Engineering, a Diploma in Quality Management, and is pursuing an MBA. He actively contributes to industry panels and mentors future engineers, reflecting his commitment to continuous improvement and professional development.
